Merit Hearing Updates

Day 9 - November 6, 2014

The day opened with the County lawyer making his final argument followed by the City lawyer making their final argument.

The Board then made their remarks which included:

  • They will now review all materials from the public submissions, written materials, and what they have witnessed at the hearing and will formulate a recommendation to the minister.
  • As for timing of when the recommendations will be concluded, the Board said that estimations cannot be given out but they will be formulating a recommendation over several months.
  • The Board proceeded to thank the members of the public who presented, they appreciated hearing from you and explained how exciting it has been participating in what will be such a historic annexation application. They thanked the staff and witnesses for their efforts as well as Council and other members behind the scenes for participating.

Day 8 - November 5, 2014

The morning of November 5th began with the continuation of Peter Nichols, Economist, presentation. He was then cross examined by the City lawyer followed by the Municipal Government Board's questions. The Board then gave the opportunity for members of the public to make their presentations, this marking that last of the public input session the board will hear before making their decision. Five members of the public presented in the afternoon, all in favour of the County.  The County and City lawyers were then given the opportunity to address the public concerns heard throughout the hearing.

Day 7 - November 4, 2014

The morning began with the continuation of John Simpson's cross examination by the City lawyer, followed by questions from the Municipal Government Board (MGB). The County then called their second witness Herb Pfau, former Superintendent of Public Works. Mr. Pfau presented his information to the Board followed by cross examination by the City and questions from the MGB. Then County called their third and final witness, Peter Nichols, Economist. The day ended with Mr. Nichols presenting his report to the MGB.

The meeting reconvened at 6 p.m. for the last of three evening sessions dedicated for public presentations. There were twelve members of the public who presented, eleven were in support of the County and one was in support of the City.

Day Six - November 3, 2014

Day six started the second week of the Annexation Merit Hearing. The morning started with the County calling their first witness John Simpson, former Director of Planning & Development. John Simpson presented the County's position until the mid-afternoon, afterwards the City began their cross examination. The ended with one landowner submission who could not make the evening's public presentation session.

The meeting reconvened at 6 p.m. for the second of three evenings set aside for public presentations to the Municipal Government Board. A total of 20 public presentations were made, 5 were in support of the City while 15 were in support of the County.

Day Five - October 31, 2014

The fifth day concluded the first week of the Annexation Merit Hearing. The day started at 9 a.m. with the County lawyer cross examining Daryl Howary, City of Grande Prairie Consultant, followed by the Municipal Government Board's question. The session ended at noon with the City concluding their evidence submissions.

Day Four - October 30, 2014

The fourth day of the Final Annexation Merit Hearing started at 9:00 a.m. with the County lawyer cross examining Olga Lovatt, City of Grande Prairie Planning Consultant, followed by the Municipal Government Board questions. The City then called their 4th witness, Consultant Daryl Howary, who presented his information for the remainder of the afternoon.

The evening reconvened at 6:00 p.m. for the first of three dates set aside for members of the public to make presentations to the MGB. There were thirteen individuals who presented, eleven were in support of the County and two were in support of the City.

Day Three - October 29, 2014

The day started at 9 a.m. and opened with the Municipal Government Board questioning Michael MacIntyre, Manager of Planning and Development services for the City of Grande Prairie, who was the City's first witness.

The City called their second witness, Robert Caroll, Manager of Transportation Services for the City of Grande Prairie, around 11:30 a.m. Robert Caroll presented his information followed by a cross examination by the County's lawyer and questions from the Municipal Government Board.

The City then called their third witness, Olga Lovatt, City of Grande Prairie Planning Consultant, around 2:00 p.m. The remainder of the afternoon consisted of Olga Lovatt presenting information from her Growth Study reports.

Day Two - October 28, 2014

Day two started at 9 a.m. with the City calling their first witness, Michael MacIntyre, Manager of Planning and Development Services for the City of Grande Prairie.

Once the witness statement and evidence was presented to the MGB, the County was able to cross examine the witness.

Day One - October 27, 2014

During the first day of the Final Annexation Merit Hearing, the City and County made their opening remarks to the MGB. After the opening remarks, six landowners were who were present were given the opportunity to make their presentations to the board.
