Alberta Advantage Immigration Program – Addressing Labour Shortages

The County of Grande Prairie, along with the Town of Beaverlodge, the Town of Sexsmith and the Town of Wembley are proud to be Designated Communities under the Rural Renewal Stream of the Alberta Advantage Immigration Program (AAIP).

More about the Alberta Advantage Immigration Program

Under this program, The County of Grande Prairie, Town of Beaverlodge, Town of Sexsmith, Town of Wembley, and the Village of Rycroft will support economic development by attracting newcomers that are qualified to fill vacant, full-time, permanent positions in the community and attract entrepreneurs, new investment, and new businesses. The AAIP is an economic immigration program that nominates individuals for permanent residence in Alberta.  Newcomers that participate under this program will receive nomination for permanent residency which will allow them to stay working, living, and contributing to our community.

There are two streams of the Alberta Advantage Immigration Program being offered in The County of Grande Prairie, Town of Beaverlodge, Town of Sexsmith, Town of Wembley, and the Village of Rycroft:

  1. Rural Renewal Stream – Employers looking to fill vacant workforce positions can work with our economic development team to recruit and retain foreign nationals to live, work and settle in our community.
  2. Rural Entrepreneur Stream – Entrepreneurs looking to start a business or are prepared to invest in an existing business in our community will work with our economic development team on new opportunities.
Rural Renewal Stream
The Rural Renewal Stream offers eligible workers an opportunity to immigrate to our region with the formal support of the County, Beaverlodge, Sexsmith, Wembley, and Rycroft through a nomination process by the participating municipalities. The program will be used to attract and retain newcomers and support employers to fill vacancies. This will support workforce development by helping employers meet labour demands, expand the skilled workforce, and support community and economic growth.

Employer Eligibility

Employers that wish to fill job vacancies using the Rural Renewal Stream must meet a series of criteria and provide a genuine offer of employment.

Employers must be incorporated, or registered by or under, an act of the legislature of a province, territory, or the Parliament of Canada and operate within the municipal boundaries of the County, Beaverlodge, Sexsmith, Wembley. or Rycroft.

Other criteria includes:

  • Operating within the municipality for a minimum of one year - with the appropriate development permits, OH&S programs, WCB clearance, and business licensing if applicable. 

Workplace offers or contracts must be signed by the employee and employer, and must provide:

  • continuous, paid work within the County, Beaverlodge, Sexsmith, Wembley, or Rycroft
  • full-time work, defined as a minimum of 30 hours per week, employment for 12 months or more, and wages and benefits that meet or exceed the lowest starting wage for your occupation across all industries in Alberta. The committee has implemented that we will not accept entry level positions and that all positions are to be paid the living wage for our region. Job Opportunities must be available to Canadians first, at the same pay and working conditions. Under the AAIP, there are some ineligible occupations

Employers must meet all eligibility criteria under the Alberta Advantage Immigration Program's Rural Renewal Stream prior to issuing an offer of employment. Please review the available information carefully.

A Labour Market Impact Assessment is not required, but demonstrated efforts to recruit locally, provincially, and nationally is required.

Employers are required to demonstrate knowledge of the responsibilities of welcoming newcomers and providing a warm and welcoming environment. A business looking to participate in the program must demonstrate that they have knowledge of the employer's responsibilities with respect to federal and provincial immigration laws and regulations.

Business owners/managers that meet these criteria and would like to participate in the Rural Renewal Stream should contact Economic Development

All employers will be required to submit a completed Employer Application Form.

Applicant Eligibility

Endorsement letters are not guaranteed.

Applicants that wish to participate in the program must meet a series of criteria, receive an authentic job offer from an eligible employer, get endorsed by The County, Beaverlodge, Sexsmith, Wembley, or Rycroft through the respective municipality and apply using the Alberta Advantage Immigration Program portal.

  • Before applying for an employment opportunity, candidates are encouraged to review, understand, and ensure they meet all eligibility requirements under the Alberta Advantage Immigration Program
  • Once a candidate is confident, they meet the eligibility requirements, they may apply for employment with employers located within the County, Beaverlodge, Sexsmith, Wembley, or Rycroft. Applications must be made directly to the employer.
  • Applicant must be living within the community that they are requesting an endorsement letter from.
  • Once you receive a job offer from an employer, your employer will present the job offer to the Economic Development Officer to be reviewed and recommended to receive endorsement.
  • After receiving an Endorsement of Candidate letter the candidate can then submit their application through the AAIP Portal. The candidate will be notified by the Government of Alberta if they are eligible for nomination. At the time the application is submitted and at the time the AAIP assesses your application, you must intend to and be able to work, reside, and settle in the County, Beaverlodge, Sexsmith, Wembley, or Rycroft.

Rural Entrepreneur Stream
The Rural Entrepreneur Stream is an opportunity for the County of Grande Prairie, Town of Beaverlodge, Town of Sexsmith, Town of Wembley, and Village of Rycroft to offer permanent residency to entrepreneurs who want to start a new business or invest in an existing business within the County, Beaverlodge, Sexsmith, Wembley, and Rycroft. The program will provide an opportunity to help expand the local economy and support succession planning for our local business community.

Eligibility:

Entrepreneurs and investors looking to start a business or buy an existing business in the County of Grande Prairie, Town of Beaverlodge, Town of Sexsmith, Town of Wembley, or the Village of Rycroft can submit an Expression of Interest to the Rural Entrepreneur Stream.

What are the two different streams for this program?

There are two types of streams for the Alberta Advantage Immigration Program:

 

Rural Renewal Stream (Stream for Workers)

Qualified candidates with a job offer to work in our region (The County of Grande Prairie, The Town of Beaverlodge,  The Town of Sexsmith, the Town of Wembley, or the Village of Rycroft) can apply for the Alberta Advantage Immigration Program nomination. This program empowers rural communities such as ours to recruit and retain foreign nationals to live, work, and settle in their communities.

Businesses must place their job vacancies on the Canada Job Bank.  Businesses that part in this program are required to be incorporated, or registered by or under, an act of the legislature of a province, territory, or the Parliament of Canada and operating as a business that has an established production capability, plant, or place of business in Alberta.

You may recruit candidates from within Alberta, Canada, or outside Canada. Candidates that are currently living in Canada are only eligible if they have legal status in Canada. If the community is recruiting outside Canada, all federal immigration rules and regulations apply.

Rural Entrepreneurship Program (Streams for Entrepreneurs)

From the Government of Alberta: "The Rural Entrepreneur Stream is an economic immigration pathway that allows the province of Alberta to nominate qualified and capable immigrant entrepreneurs who want to start a new or buy an existing business in a rural Alberta community."

What kind of job offers are available?

Your job offer or employment contract must offer:
  • continuous, paid work in your designated community
  • full-time work, defined as a minimum of 30 hours per week
  • employment for 12 months or more
  • wages and benefits that meet or exceed the lowest starting wage for your occupation across all industries in Alberta as set out on the Alis website
  • if your employer has obtained a positive Labour Market Impact Assessment (LMIA) for your occupation, wages and benefits must meet or exceed the requirements set out in your LMIA.

The applicant must meet the terms agreed to in their job offer or employment contract at the time of application and assessment.

Ineligible job offers & occupations

The following individuals are not eligible to apply for or be eligible for nomination under the Rural Renewal Stream, even if they have a job offer to work 30 hours a week or more in a 12-month period:

  • part-time, casual, or seasonal employees, regardless of their working hours
  • independent contractors, business owners or temporary agency workers, including individuals listed as directors, shareholders, or agents of the Alberta employer on the Corporate Registry System (CORES)
  • employees who work in Alberta in a place of employment that is not zoned for commercial or industrial operations, such as a home-based business
  • employees who do not work on premises in Alberta, such as those who work in a ‘virtual’ location or serve the employer by telecommuting from a location outside Alberta

If a person is already in Canada legally and not working, do they still need to provide proof of settlement funds? 

Yes, At the time your application is submitted and at the time the AAIP assesses your application, you must demonstrate that you have sufficient funds to support yourself and your family members to settle in your designated community if, you are not residing in Canada, or you are currently in Canada but are not working.  The funds must be available at the time of application and assessment. Minimum settlement funds requirements are based on the Low-Income Cut-Offs (LICOs). Funds must be unencumbered and readily available to you to meet the minimum settlement funds requirement. 

If the applicant is already living in Canada, and working, do they still need to provide proof of settlement funds? 

No. If they are already living and working in Canada, you do not need to show you have settlement funds in your bank. 

Does the employer need to complete/submit a LIMA?

No, a Labour Market Impact Assessment (LMIA) is not required under the Rural Renewal Stream. Rural Renewal is a pathway for permanent residency. Communities that are designated will collaborate with employers to hire Foreign Nationals into permanent full-time positions. Designated Communities will endorse those selected Foreign Nationals for permanent residency. Under the Federal Temporary Foreign Worker (TFW) Program, the employers are required to apply for and receive a LMIA to hire Temporary Foreign Workers. 

Can the worker's spouse work once they arrive? Will they be able to apply for some type of workers visa while waiting for residency?

 Immediate Family members can come with the endorsed candidate through the Permanent Resident pathway and can be included on the application. A spouse is entitled to an open work permit and children are entitled to a study permit; spouse and children need to apply for the permits.

Does this include common-law partners?

 Immediate Family members (spouse, common law partner and/or any dependents) can come with the endorsed candidate through the Rural Renewal Stream and can be included on the AAIP application. Once a candidate has received an endorsement of Candidate letter from the community, then they apply for nomination through the Alberta Advantage Immigration (AAIP) portal. In the portal, the candidate will include information on their spouse, common-law partner, and/or any dependents.

Do they apply for permanent residency before arriving in Canada or after?

 According to newcomer supports it can either be before or after. The timing is not as critical as other programs such as work permits, or study permits which must be applied for before coming to Canada.

Why was the County of Grande Prairie Business Support Network created?

The County of Grande Prairie is always working to identify current and future opportunities that will support our diverse economy.  This includes creating the Growth and Economic Development Strategy (GEDS), which established a 50-year vision to lead us as we accommodate future growth and strengthen economic development in a sustainable, responsible way.    

One of the desired outcomes of the GEDS is to increase collaboration by partnering for growth. Accordingly, the new Business Retention and Expansion (BRE) Program was implemented to strengthen the connection between businesses and our communities, while encouraging growth opportunities. The County of Grande Prairie Business Support Network has partnered with Northwestern Polytechnic to host the Service Excellence Blue Pin Certificate, with support from Alberta Labour and Immigration and the Grande Prairie Regional Tourism Destination Marketing Fund! 

Service Excellence - Blue Pin Certificate Program

The County of Grande Prairie Business Support Network has partnered with Northwestern Polytechnic to host the Service Excellence Blue Pin Certificate, with support from Alberta Labour and Immigration and the Grande Prairie Regional Tourism Destination Marketing Fund! This program is a customer and employee retention program that focuses on training and customer service skills to frontline professionals, supervisors, and managers. 

 

Costs 

Costs range from $145 to $325 per course, for a total certificate cost of $950 for a frontline staff certificate and $1,600 for a managers/supervisor’s certificate.
