Examples of Manufacturing and Production Businesses include:

Asphalt Processing and Storage
An operation that produces asphalt, or asphalt products used in building or construction and includes the stockpiling of bulk materials used in the production process or a finished product manufactured on the premises. It may also include the storage and maintenance of required equipment. This use does not include the retail sale of finished asphalt. May be allowed in the EX and RM-3 districts
Concrete Manufacturing/Concrete Plant 
An operation that produces concrete or concrete products used in building or construction and includes the stockpiling of bulk materials used in the production process or a finished product manufactured on the premises. It may includes the storage of the materials and equipment required to manufacture concrete. It may also include the manufacture and storage of concrete products and supplies and maintenance of required equipment. It does not include the retail sale of finished concrete. May be allowed in the EX and RM-3 districts.
Crushing Plant
An industrial establishment where aggregate is processed through a crushing and sorting operation into various grades of gravel. May be allowed in the EX District
Electricity Production  
The activity of producing electrical power and may include such structures as power generating station or a co-generation station. May be allowed in the AG, CM, RM-1, RM-2, RM-3, and RM-DC districts
Feed Mill 
A building wherein farm commodities are brought, stored, and sold, and also includes the drying, processing and elevation for storage of farm commodities such as grain. May be allowed in RM-2 and RM-3 districts
Food Processing Plant 
A use, building or part of a building, other than a restaurant or catering establishment in which agricultural products are prepared, processed, preserved, graded or stored for eventual human consumption. May be allowed in the RM-2 and RM-3 districts
Industry, Forest Based
An industrial operation that manufactures or produces forest products and generally includes lumber manufacturing facilities, orient strand board plants, pulp mills and sawmills. May be allowed in RM-3 and RM-DC districts
Industry, Hazardous 
An industry that by reason of emissions, noise or the manufacturing process or storage of goods and materials, create a situation which is offensive or hazardous to human health, safety and well-being. May be allowed in RM-3 and RM-DC districts
Industry/Manufacturing, Large Scale 

An industry engaged in any or all of the following activities; the assembly, processing, manufacturing, cleaning, testing, repairing, storage or distribution of raw materials into a new product. The industry may exhibit most or all of the following characteristics:

  • Requires a large parcel of land,
  • Involves the development of either large buildings or structures,
  • Requires large areas of open storage, 
  • Emits noise which is audible beyond the boundary of the property,
  • Involve the emission of smoke, dust, flying ash, or other particulate matter, 
  • May emit an odour or gas,
  • Involve the use of toxic gases or substances in the manufacturing process,
  • Produce heat beyond the boundaries of the parcel,
  • Store goods or products which may be hazardous or offensive, 
  • Produce a waste material that may be hazardous or offensive,
  • Employ more than 50 persons.

May be allowed in RM-3 and RM-DC districts.

Industry/Manufacturing, Small Scale

An industry engaged in the assembly, processing, manufacturing, cleaning, testing, repairing, storage, or distribution of various material into a new product. The industry may exhibit most or all of the following characteristics: 

  • Can be developed on smaller parcels of land,
  • Is suitable for rural industrial parks, 
  • Most of the activities are confined to the building,
  • Does not require large areas of outdoor storage,
  • Does not produce emissions which are obnoxious or hazardous,
  • Employs 50 or fewer people on site.

May be allowed in CM, RM, RM-1, RM-2, RM-3, RM-4, and RM-DC districts.

Industry, Petro-Chemical 
A facility or industry that processes or refines gas, oil, or any other petro-chemical product form its raw state into a more refined state suitable for transport to market. May be allowed in the RM-DC district
 Pharmaceutical and Medical Products Industry
A use of a building or part of a building for the manufacture, fabrication and processing of drugs in pharmaceutical preparations for human or veterinary use, and the manufacture of orthopedic, prosthetic and surgical appliances and supplies. This use does not include "Cannabis Retail Sales" or "Cannabis Production and Distribution". May be allowed in the RM-2 and RM-3 districts

Zoning and Required Approvals

Zoning

Each land use is required to be in an appropriate land use district as listed above.

To determine the land use district of a property, refer to our Map. If your use is not listed on the land use district of a property, you may need to apply to rezone the property.

Approvals

Municipal Approvals

Development Permits are required for any new or expanding Manufacturing and Production uses, including new buildings, additions to existing buildings, and a change in use or intensification of the use of the land or building.

Building Permit is required for the construction of a building, including renovations, additions, or a change in occupancy.

Provincial Approvals

Certain developments may require provincial approvals or licensing in addition to your municipal permits. Examples where Provincial approvals may be required include:

  • If a development is within 800 m of the centerline of a highway;
  • If a development will impact a water body or if it diverts and uses surface or groundwater;
  • If a development involves the handling of food for consumption, liquor, or cannabis.
