Examples of Restaurant Businesses include:

Bar/Pub, Minor
Development where the primary purpose of the facility is the sale of alcoholic beverages to the public, for consumption within the premises or off the site which also includes the patio footprint. This development typically has a menu and minors are prohibited during at least some portion of the hours of operation. Size is limited to 278 m². May be allowed in GWC and MU1 districts.
Bar/Pub, Major
Development where the primary purpose of the facility is the sale of alcoholic beverages to the public, for consumption within the premises or off the site which also includes the patio footprint. This development typically has a menu and minors are prohibited during at least some portion of the hours of operation. Size exceeding 278m². May be allowed in GWC and CBMJ districts.
Eating Establishment
A building or part of a building where food is offered for sale or sold to the public for consumption on the premises or take-out and includes such uses as a restaurant (not licensed for the sale and consumption of alcoholic beverages), drive-through restaurant, take-out/ delivery restaurant, café, cafeteria, ice cream parlour, tea or lunch room, dairy bar, coffee shop, snack bar, or refreshment room or stand. This use does not include facilities for the sale and consumption of alcoholic beverages or CANNABIS. May be allowed in RM-1, RM-2, RM-3, RM-4, GC, and CC districts.
Farmers'/Flea Market 
A development used for the sale of new or used goods and food products by multiple vendors renting tables and space. Vendors may vary from day to day. May be allowed in RM-4, CC, GC, MU1, and GWC districts.
Golf Course 
A recreation area with accessory buildings and uses for the purpose of playing golf. Accessory buildings and uses may include a pro shop, club house, restaurant, licensed dining area or lounge, driving range and picnic area. May be allowed in EX and IR districts.
 Hotel
A building designed for the accommodation of the travelling or vacationing public containing guestrooms served by a common entrance as well as general kitchen and dining or other public rooms. May be allowed in CBMJ, CC, GC, GWC, MU1, and RM-4 districts.
Restaurant
A building or part of a building in which food is prepared and offered for retail sale to the public for  consumption on the premises and may include a licensed dining room or similar facilities for the sale and consumption of alcoholic beverages. May be allowed in RM-4, GC, and CC districts.
Restaurant, Drive-Through
A place in which food is prepared and sold to the general public and consumed on the premises or for take-out and includes a drive-through window for ordering and picking up food. May be allowed in GWC and CBMJ districts
Restaurant, General
A building or part of a building. Where food is prepared and offered for retail sale to the public for consumption on the premises and may include a licensed dining room or similar facilities for the sale and consumption of alcoholic beverages but does not include the consumption or retail sale of CANNABIS. The development shall be greater than 278 m². May be allowed in CBMN, MU1, GWC, and CBMJ districts.
Restaurant, Limited
A building or part of a building. Where food is prepared and offered for retail sale to the public for consumption on the premises and may include a licensed dining room or similar facilities for the sale and consumption of alcoholic beverages but does not include the consumption or retail sale of CANNABIS. The development shall be less than 278 m². May be allowed in CBMJ, MU1, and CBMN districts

Zoning and Required Approvals

Zoning

Each land use is required to be in an appropriate land use district as listed above.

To determine the land use district of a property, refer to our Map. If your use is not listed on the land use district of a property, you may need to apply to rezone the property.

Approvals

Municipal Approvals

Development Permits are required for any new or expanding Restaurant uses, including new buildings, additions to existing buildings, and a change in use or intensification of the use of the land or building.

Building Permit is required for the construction of a building, including renovations, additions, or a change in occupancy.

Provincial Approvals

Certain developments may require provincial approvals or licensing in addition to your municipal permits. Examples where Provincial approvals may be required include:

  • If a development is within 800 m of the centerline of a highway;
  • If a development will impact a water body or if it diverts and uses surface or groundwater;
  • If a development involves the handling of food for consumption, liquor, or cannabis.
