
April 17, 2023 Council Highlights
Area Structure Plan Funding Request – Council directed Administration to engage with Beairsto & Associates Engineering Ltd., and their client, TP Country & Land Corporation, to develop a more detailed proposal for funding support for the Teepee Creek Area Structure Plan (ASP) and bring a report back to a future Council meeting.
Tenders Awarded – Council awarded the tender for culvert replacement and other work to the lowest bidder, CTR Contracting Ltd. for $1,377,817.20. Council awarded the tender for the supply and installation of road pavement markings and crack-sealing application for 2023 to the lowest bidder, AAA Striping and Seal Coating Service for $903,504.32.
Quote Accepted – Council directed Administration to accept the quote from Titan Energy Services Ltd. for $138,900 for the 2023 Crossroads Pond Dewatering. Each spring, Public Works pumps the storm pond to create room for runoff from melting snow and rain.
Rural Municipalities of Alberta (RMA) District 4 Association Bylaw – Council provided support for the RMA District 4 bylaw as revised and amended by Administration and requested that a copy of the bylaw will be sent to RMA District 4 members for consideration prior to the May 5, 2023 deadline.
Sponsorship requests – Council approved the following sponsorship requests:
- $5,000 to the 3D Children’s Society in support of the 3D Annual Charity Hockey and Soccer Tournament. The tournament provides financial assistance to students dealing with serious or life-threatening medical issues.
- $5,000 Diamond Sponsorship to the Grande Prairie Pirates Fastball Association in support of the U13D and U15D Provincials being held at South Bear Creek on July 7-9, 2023.
- $3,000 Explorer Cart Sponsorship for the 11th Annual Odyssey House / Sunrise House Golf Tournament at the Grande Prairie Golf and Country Club on June 9, 2023.
- $2,000 to STARS Grande Prairie for a table sponsorship at ‘A Night with STARS’ gala event on May 25, 2023. Council reallocated their previous support for the STARS Hanger Dance event which will not be held in 2023 to this year’s gala event.
- $2,000 Bronze Sponsorship to Skills Canada for the 19th Annual North West Regional Skills Canada Competition at Northwestern Polytechnic, Fairview Campus on April 21, 2023.
Policy and Bylaw Approved – Council gave third reading to Bylaw 3008 – Records and Information Management Bylaw which provides the County with direction on records retention and secure destruction of municipal records. As part of Council’s ongoing review of all County policies, Council approved the related Policy P1 - Records and Information Management as presented.
Public Hearings – Council held the following public hearings:
- Council gave third reading to Bylaw 2680-23-011 to redesignate 7.3 acres of land, located approximately 2.5 kms north of the Town of Sexsmith, east of Range Road 60 and directly south of a rail line, from an Agricultural (AG) District to a Country Residential (CR-5) District to accommodate subdivision of one lot for residential use.
- Council gave third reading to Bylaw 2680-23-012 to redesignate 160 acres of land, located approximately 6.5 miles northeast of the Hamlet of Valhalla, adjacent to Township Road 752 and Range Road 92, from an Agricultural (AG) District to the Rural Industrial – Direct Control (RM-DC) District to accommodate the development of an aggregate mining operation.
- Council gave third reading to Bylaw 2680-23-013 to redesignate 13.89 acres of land, located directly adjacent to north of the City of Grande Prairie, one mile south of Highway 43, 0.5 miles west of Whispering Ridge, and adjacent to Range Road 63, from an Agricultural (AG) District to a General Commercial (GC) District to accommodate the subdivision of two commercial lots; and to redesignate 6.18 acres of land from a Country Residential (CR-5) District to an Agricultural (AG) District to accommodate the consolidation of the lot back into the quarter section.
Road Construction Request – Council took no action on a resident’s request that the County construct a half mile of new road from Range Road 121 east to NW-35-71-12-W6 to provide access to a quarter section of land.
Proclamations – Council proclaimed April 22, 2023 as Earth Day and May 21-27, 2023 as Paramedic Services Week in the County of Grande Prairie.
Staff Introductions – Council welcomed Ryan Way to his new position as Corporate Controller with Financial Services. Council also welcomed three Public Works staff – Devin Kelln as the new Heavy-Duty Shop manager, Braxton King as a permanent Heavy Equipment Operator for Miscellaneous Construction, and Daniel Smith as a permanent Heavy Equipment Operator for Spot Construction.
Correspondence – Council will send a letter to Minister Travis Toews acknowledging his decision to not seek re-election in May and to extend heartfelt thanks for his service as MLA for Grande Prairie-Wapiti, Minister of Finance, and President of the Treasury Board.
The next Regular Council Meeting will take place on May 8, 2023. The next Committee of the Whole Meeting and a Special Council Meeting will take place on April 24, 2023. Final Budget Deliberations will take place on April 19-21, 2023.
