Hythe Transitional and Infrastructure Funding Application – Council supported applying for Alberta Community Partnership grant funding to help fund transitional and infrastructure expenses accrued from the dissolution of the Village of Hythe into the County, which took effect on July 1, 2021. Administration recommended that application be made for the roadway and sanitary components as identified in the 10 Year Capital Plan prepared for the Village of Hythe as part of the viability review process by Municipal Affairs. 

Highway 40 West FireSmart Project – Council accepted the final report for the Highway 40 West FireSmart project; approved $9,696 in funding for the project. The County will apply for a Forest Resource Improvement Association of Alberta grant to complete vegetation management in the area.  

The Highway 40 West FireSmart project involves education and engagement with residents, businesses, stakeholders and the public prior to the planning of vegetation management on 1,100 hectares of public and Crown lands located west of Highway 40, south of the City of Grande Prairie limits near the rural subdivisions of the Ranch, Dunes West, Deer Ridge Estates and Mystic Ridge. This project is part of Priority 3 of the County’s Wildfire Mitigation Strategy, adopted in 2015. The mitigation strategy focuses on vegetation management and public education programs to lower and prevent the risk of wildfires in the County. Earlier in 2021, the County held a series of public engagement and education sessions on the project. More information about the strategy is available at www.countygp.ab.ca/wildfiremitigation.  

Five Mile Hall Intersection and Range Road 53 Upgrades – Council awarded the contract to complete upgrades to the Five Mile Hall intersection and Range Road 53 to Wapiti Gravel Suppliers for $2,070,427.  

Five Mile Hall School Site Water and Sanitary Servicing Tender – Council awarded the tender to provide water and sanitary servicing and installing a lift station on the Five Mile Hall School Site to Chandos Construction Ltd. for $1,442,110. 

Contributions – Council approved donating 10 loads of gravel to the South Peace Centennial Museum. The Museum will use the gravel for the base of a miniature train and station display they are constructing. This brings the County’s contribution to 15 loads of gravel for the project. 

Council approved contributing $1,350 to the Alberta High School Rodeo Association to host the Evergreen High School Rodeo, being held September 17-19, 2021, in Teepee Creek.   

Council approved $150 for the Beaverlodge Senior Citizens Association’s Pancake Breakfast, being held on September 4, 2021. 

Award Recognition – Council congratulated Administration on receiving the 2021 Canadian Public Works Association National Public Works Week award for their Scavenger Hunt app, launched during Public Works Week from May 14 to 24, 2021. The fun, interactive scavenger hunt helped raise awareness about public works immense role in the County. 

Policy Amendment – Council approved the changes to Policy B20. The major policy change is the requirement for a complete policy review in the year following the municipal election, occurring every four years. The previous policy review requirement was every three years from date of approval. The updated policy will be available to view by the end of the week at www.countygp.ab.ca/policies.  

Subdivision Time Extension Requests – Council approved subdivision time extension requests for SE-28-72-6 W6M -PLSUB20180473, SW-26-71-7 W6M - PLSUB20180512, E-8-72-5 W6M – PLSUB20160597, NE-31-74-5 W6M – PLSUB20180870.  

Christmas Holiday Hours for County Offices – Council approved an additional holiday for non-unionized staff on December 24, 2021.  Additionally, Council approved the closure of County offices to the public for the week of December 29th.  County offices will be closed to the public from December 24, 2021, to January 3, 2022, inclusive. Essential services will be maintained during office closures. Regular hours will resume January 4, 2022.  

Employee Introductions – Council and staff welcomed Angela Doris and Kylee Haining to the County. Angela is taking on the role of temporary Health and Safety Advisor for the Human Resources department. Kylee will be working as the new General Manager for the Crosslink County Sportsplex. 

The next Regular Council Meeting will take place on September 13, 2021. A Committee of the Whole Meeting is scheduled for August 26, 2021.
