Exploring Community-Driven Winter Recreation Opportunities in Clairmont – Administration provided a follow-up report outlining alternatives for community-driven winter recreation opportunities to establish ice surfaces in the Hamlet of Clairmont. In a presentation to the Committee of the Whole on July 28, 2022, Administration acknowledged challenges and safety concerns encountered during the pilot project to test recreation on two approved stormwater ponds in Whispering Ridge and Westlake Estates during the 2021/22 winter season.  

The Committee referred Administration to move forward with an ice surface on County-owned property near the Clairmont Community School/ball diamond, and to work with Peace Wapiti School Division on an ice surface at the Whispering Ridge Community School site as both locations would support a larger ice surface. The Committee also referred Administration to approach the Clairmont Agricultural Society to discuss the future of the Clairmont Arena. Administration will bring a report back to a future Council meeting for consideration. 

The Committee of the Whole will recommend to Council to discontinue public access to winter recreation on storm ponds effective the Winter 2022/23 season, and instead provide enhanced support for community-driven land-based ice surfaces, and to amend Policy K18 - Recreational Use of Stormwater Ponds to reflect the changes as approved by Council. 

Red Willow Falls Access – The Committee received an update from Administration outlining their progress on investigating safe recreational access to Red Willow Falls as a day-use area. Early discussions are underway between County Administration and Alberta Environment and Parks. There is currently no established timeline, but Administration will bring a report back to a future Council meeting.    

Upcoming Alberta Environment and Parks Quarterly Presentation – The Committee prepared a list of questions to submit to Alberta Environment and Parks (AEP) in advance of their quarterly presentation at the next Committee of the Whole meeting on September 15, 2022. The Committee will request updates on the status of the Kleskun Hill Natural Area, the Saskatoon Mountain Provincial Recreation Area, and the plan to create a trail system connection to join existing trail systems in the City of Grande Prairie and the County of Grande Prairie with trails in the M.D. of Greenview.  

Presentation on Upcoming Playwrights Conference – The Committee received a presentation on The Great Canadian Playwright Showcase Conference which is planned to take place at various venues throughout the region on May 9-12, 2023. The conference will act as a networking event, bringing together Canadian playwrights with artistic directors, agents, and producers to showcase the region and promote theatrical production opportunities. The Committee referred Administration to prepare a letter of support for The Great Canadian Playwright Showcase Conference to bring to a future Council meeting for consideration. 

Review of Upcoming Agenda Items – The Committee reviewed topics scheduled for upcoming Committee of the Whole meetings.
