City and County of Grande Prairie finalize Recreation and Culture Cost Sharing Agreement 

The City of Grande Prairie and the County of Grande Prairie have agreed to share the cost of community services and amenities by signing the Recreation and Culture Cost Sharing (RCC) Agreement.  

In alignment with Intermunicipal Collaboration Framework (ICF) legislation, this agreement showcases the shared responsibility between the City and County to ensure residents have access to vital services and amenities. Recognizing that residents from both municipalities use facilities and programs across the region, the City and County have worked together to determine fair and equitable funding for these services. 

“Working alongside the City of Grande Prairie on this agreement shows our shared dedication to building a region where recreation and culture thrive, and services are provided to residents efficiently and cost-effectively. This partnership ensures that residents from both municipalities can continue to benefit from accessible, high-quality facilities and programs that enhance our communities,” said County of Grande Prairie Reeve Bob Marshall.  

“This agreement demonstrates our shared focus on community value and commitment to providing accessible recreation and cultural opportunities for all residents,” said City of Grande Prairie Mayor Jackie Clayton. “It’s a testament to the partnership between our municipalities and the ability to work together for the benefit of all our residents.” 

Key Details of the Agreement: 

  • Net Payment Amount: Beginning in 2025, the County of Grande Prairie will provide $2.76 million to the City. This amount will be adjusted annually to reflect the cost of services over the four-year term of the agreement. 
  • One-Time Payment: The County will also contribute a retroactive payment of $4.6 million to the City, distributed over four years, to support prior building costs of facilities. 
  • Facility Funding: The agreement ensures sustained regional benefits by supporting key facilities, including the Eastlink Centre, Bonnetts Energy Centre, Evergreen Park, and County Sportsplex. 
  • Cultural Investments: Both municipalities have committed to maintaining annual grant funding for the Grande Prairie Library Board and the Art Gallery of Grande Prairie at 2024 levels, ensuring continued access to these important cultural services. 

The Recreation and Culture Cost Sharing Agreement supports vital regional infrastructure and reflects a commitment to transparency and accountability. Both municipalities will continue to collaborate on ensuring the equitable delivery of services that enrich the lives of residents and strengthen the region’s appeal as a place to live, work, and play.
