County to Offer Voyent Alert Mass Notification Service – Council approved the purchase of Voyent Alert, a mass notification service that will provide subscribers with targeted emergency alerts, service disruption notices, and more via mobile devices, email or telephones. More information on how to sign up will be shared when the service is launched to the public.  

Wapiti Bridge Trail Connector Surfacing – Council approved that administration proceed with a Request for Tender for construction of the Wapiti Bridge Trail Connector. The four-kilometre asphalt trail from the Wapiti bridge will connect with the Dunes paved trail network on Township Road 704A.  

Five Mile Hall Sanitary and Water Servicing  Council approved that administration proceed with connecting Five Mile Hall to municipal water and sewer services at a cost of up to $504,400, to ensure it is operating at full capacity prior to the opening of nearby Harry Balfour School. 

Additional Funding for the Replacement Engine – Council approvethe request for additional funding of$318,111.04to purchase a Maxi Sabre Fire Engine from Commercial Equipment with a 10 per cent deposit. The increase is in addition to the existing budget of $850,000, for a total cost of $1,226,900. Council directed administration to investigate and bring back an information report to Council to inform a resolution for the Rural Municipalities of Alberta regarding fire insurance ratings for fire apparatus and equipment due for replacement and/or re-certification. 

Bylaw #3224 – Schedule of Fees, Rates and Charges Council approved third and final reading of Bylaw #3224 – Schedule of Fees, Rates and Charges, which included amendments to the Planning and Development Services section for Road Allowance and Land Licenses and Reserve Land Licenses 

Updated Committee of the Whole Meeting Date – Council approved moving the May 17 Committee of the Whole meeting to May 31 to accommodate the Family and Community Support Services (FCSS) Spring Regional Meeting. 

Name Approved for New Subdivision – Council approved the request to formally name a new residential subdivision located in the area of Flyingshot Lake as Flyingshot Lake Estates. 

Aquatera 2023 Dividend to Shareholders– Council provided shareholder consent for Aquatera Utilities’ discretionary dividends for 2023, as declared by the Board of Directors.   

Hommy Park Campground Playground ReplacementCouncil approved the $160,844 cost to replace the Hommy Park Playground structure and play surface to improve safetyThe project is expected to be completed by the end of 2024.  

Notice of MotionCouncil directed Administration to investigate and bring back to a future Council meeting, information and cost comparisons between different types of private sewage systems related to the subdivision of land. 

Sponsorship Requests – Council approved the following: 

  • $7,500 to the Grande Prairie Rotary Club in support of the Grande Prairie Regional Airshow on July 27-28, 2024 at the Grande Prairie Airport. 

  • $2,000 to the Grande Prairie Curling Centre in support of the Kananaskis Nordic Spa Alberta Provincial Mixed Championship Curling event on March 19 to 24. 

Public Hearing – Bylaw 2680-24-004 to redesignate 9.32hectares of land located 0.5 miles south of the Town of Sexsmith, east of Highway 2, and North of Township Road 732 from the Agricultural (AG) District to the Highway Industrial (RM-4) District was recessed to the April 8, 2024 Council meeting to allow administration and the applicant time to review stormwater management and proposed boundaries.  

Use of County Vehicles - Administration provided an information update to Council regarding employee personal use of County vehicles as outlined in Administrative Directive HR5 – County Vehicle and Equipment Usage.   

Unfunded Liability Sick Time Council approved Administration to create an unfunded Equity Reserve for sick time accrual and continue the practice of funding sick time with operating budgets. 

 Staff Introductions – Council welcomed the following: 

  • Telsa Shaver as the new Agriculture OfficerMower and Fleet with the Agriculture Department. 

  • Shae-Lynn Baehler as the new Agriculture Officer – Vegetation Management with the Agriculture Department.
