2023 Audited Financial Statements: Council approved the consolidated 2023 Audited Financial Statements as presented. The audit was completed in March 2024 by BDO Canada LLP. The 2023 financial statements will be made available at www.countygp.ab.ca.   

County Business Plan Update: Council received information regarding the updated version of the County Business Plan, containing objectives and targets, drafted in alignment with Council’s latest strategic plan.

Police Detachment Building Project: Council directed Administration to engage the services of a Project Manager to oversee the design and construction of the new police detachment in Clairmont.

Community Peace Officers Shared Services Agreement: the County of Grande Prairie will enter into a Shared Services Agreement for Community Peace Officers with the Municipal District of Greenview. The agreement will promote and enhance community safety for both municipalities.

Clairmont Community Multiuse Pad: Council directed Administration to proceed and obtain formal quotes for the construction of a new multi-use asphalt play pad (56 ft x 90 ft) and associated infrastructure north of the Clairmont Community School for an amount up to $94,000.

Ice Plant Compressor Replacement: Council approved entering into an agreement with Midpoint Refrigeration for the purchase and replacement of a refurbished ice plant compressor unit at the Hythe & District Memorial Arena at a total contract value of $48,700, based on the quote provided.

Surfaced Road Rehabilitation 2024 Program: Council approved the addition of the 84 Avenue project from Highway 2 to Range Road 62 to the 2024 Surfaced Road Rehabilitation Program.

Electoral Boundary Review: Council approved the first online engagement survey for the Electoral Boundary Review Project as presented.

Bylaws Approved – Council approved the following bylaws:

  • Bylaw 3210 to close and dispose of a portion of road within Survey Plan 072 2489, known as 95 Avenue, located within NE-23-72-6-W6 and east of Highway 2 in the Hamlet of Clairmont.
  • Bylaw 3228 the County of Grande Prairie No. 1 Library Board Bylaw which establishes the Municipal Library Board, improves compliance with the Libraries Act and clarifies roles and responsibilities of the Board and the County of Grande Prairie.

Public Hearing - Council held the following public hearings:

  • Council recessed the Public Hearing for Bylaw 2680-23-033 to the June 24, 2024 pending further information regarding re-designating 1.03 hectares of land located approximately 1.8 km north of Kleskun Lake from the Agricultural (AG) District to the Country Residential (CR-5) District and 1.03 hectares within Plan 122 2795; Block 1; Lot 1 from the Country Residential (CR-5) District to the Agricultural (AG) District.
  • Council gave third reading to Bylaw 2680-24-004 to redesignate 3.60 hectares, located 0.5 miles south of the Town of Sexsmith, east of Highway 2, and north of Township Road 732, from the Agricultural (AG) District to the Highway Industrial (RM-4) District.
  • Council gave third reading to Bylaw 2680-24-013 to redesignate 1.52 hectares of land located approximately 16.8 miles southwest of the Town of Beaverlodge, 0.5 miles south of Township Road 700 and adjacent Range Road 122 to the west, from the Agricultural (AG) District to the Country Residential (CR-5) District.
  • Council gave third reading to Bylaw 2680-24-015 to redesignate 1.44 hectares located approximately 6.1 miles west of Clairmont, adjacent to Bear Lake and Range Road 74, from the Agricultural (AG) District to the Rural Medium Industrial (RM-2) District to accommodate a canola pressing industrial development.
  • Council gave third reading to Bylaw 2680-24-014 to redesignate 2.09 hectares located approximately 4 miles south of the Town of Wembley west of Range Road 82 and south of Township Road 704, from the Country Residential (CR-5) District to the Intensive Recreation (IR) District.

Tender Award for Township Road 720: Council awarded the Township Road 720 East Upgrades contract to Timber Pro Logging Ltd. in the tender amount of $1,919,742.74. The estimated total cost of the project including contingency, engineering, and any other associated costs is $2,034,652.

2024 Soil Conservation Officer, Weed, and Pest and Disease Inspectors Appointed Council approved the appointment of Kate Winterford as a Soil Conservation Officer and Ryan Li, Landon Hedges, Curtis Monroe, Kara Frith, Zhean Du Rueda, Elizabeth Cruz, Brooke Herzog, Logan Moon as Weed Inspectors for the 2024 season and Jessica Shaver and Jordan Hansen as Pest and Disease Inspectors for the 2024 season.

 

Sponsorship Requests Council approved the following: 

  • $1,500 to the United Way Alberta Northwest for the Tools for School program
  • $1,500 to the Peace Area Riding for the Disabled Society (PARDS) for the 2024 Community Carnival and Cook Off to be held on June 8, 2024 at the PARDS Therapeutic Centre.
