Mustang Spray Park moving forward in Hythe – The Hythe & District Agricultural Society will establish the Mustang Spray Park in the Hamlet of Hythe where the outdoor pool was previously located. Council approved an agreement with the society to own and operate the park, once constructed. Council approved $100,000 in capital grant funding for the park, pending a formal agreement and location.  

New community safety and wellness grant – Council approved an additional $25,000 to the Community Assistance grant program for a Community Safety and Wellness funding stream that can be applied for beginning in 2023. Council approved the updated Policy K6 – Community Assistance Grants. Details on the various grant programs offered by the County are available at  

Rural Homelessness Estimation continues in 2023 – The County will partner with the Rural Development Network again to complete a Rural Homelessness Estimation in 2023. This will be the third estimation project to examine homelessness and housing insecurity in rural areas throughout the region and to work on identifying support for residents. Donation to the Wembley Fire Department – Council approved the donation of a decommissioned squad truck to the Town of Wembley Fire Department, as the unit has reached the end of its service in the Regional Fire Service. Council directed Administration to discuss vehicle and asset disposal policies at a future Committee of the Whole Meeting. Council also directed Administration to ensure these types of contributions are captured in Intermunicipal Collaboration Framework Committee discussions.  

Continued advocacy for Highway 40X Connector – The County will request a meeting with the provincial government to advance and confirm funding for the Highway 40X project. Governments and organizations from across the region are urging the province to move the project forward as a critical transportation connector and significant economic development opportunity. Application to the Alberta Community Partnership grant with City of Grande Prairie – The County will support an application from the City of Grande Prairie to the Alberta Community Partnership grant program. Funds would be used for professional services to develop a data collection and analysis plan to support Intermunicipal Collaboration Framework (ICF) discussions.   

Clairmont Centre Access Program Waste Cards for multifamily dwellings – Council directed Administration to review current bylaws and bring recommendations to the next Council Meeting regarding providing Clairmont Centre Waste Cards for multi-family dwellings, as cards are currently allocated per property tax roll number.  

Tender award for crushing, stockpiling and other work – Council awarded the contract for crushing, stockpiling and other work to D. Ray Construction Ltd. for $1,531,860.  

Equipment Refurbishing Request – Council approved an additional $150,000 to refurbish a 2009 CAT 815 Packer rather than replacing the unit with a new piece of equipment. Council initially approved $348,244 to refurbish the unit at the October 11, 2022 Council Meeting.  

Financial auditor update – Representatives from BDO Canada LLP who are completing the County’s interim financial audit provided Council with an overview on their process.  

Policies presented for approval – Council is reviewing all County policies in 2022. The following policies were reviewed:  

  • Council rescinded Policy C1 – Cash Receipting.  
  • Council approved Policy C36 – Acceptable Methods of Payment as presented. 
  • Council approved Policy C39 – Asset Management as presented. 
  • Council approved Policy D6 – Virulent Blackleg Guidelines as presented. 
  • Council approved Policy D12 – Weed Inspection as presented.
  • Council approved Policy K2 – 100th Anniversary Funding as presented. 
  • Council rescinded Policy K9 – Recreational Development of Public Reserve Properties.   
  • Council approved Policy K14 – Operating Assistance – Facilities as presented. 
  • Council approved Policy K19 – Country Agricultural Fairs as presented. 
  • Council approved Policy M4 – Disposal and Licensing of Surplus Municipal Land as presented. 
  • Council approved Policy N51 – Water Agreements as presented. 
  • Council rescinded Policy Q1 – Communal Water and Sewer Systems. 
  • Council approved Policy S3 – Public Participation as presented. 
  • Council revised Policy M13 - Physician Recruitment and Retention to correct a description of the funding reserve. 

Request for tax relief – Council took no action on a request for tax payment penalty relief.  

Councillor attendance of crime prevention meetings – County Councillors have been approved to attend local community crime prevention committee meetings.  

Letter of support – Council will provide a letter of support to the Peace Country Wolves Athletic Club as they apply for provincial grant funding for work at the Legion Track and Field site in the City of Grande Prairie. 

Staff introductions – Council and staff welcomed two new additions. Trevor Grant returned as Fire Chief of the County’s Regional Fire Service. Grant previously worked for the Regional Fire Service from 2011 to 2018. Mernie Wilkins was welcomed as a Records Analyst.  

The next Regular Council Meeting will take place on January 16, 2023. The next Committee of the Whole Meeting will take place on December 21, 2022.
