
December 12, 2023 Committee of the Whole Highlights
Alberta Environment Protected Areas Red Willow Falls – Provincial representatives presented a draft plan for the Red Willow Falls Designated Trail Area which focuses on enhancing the recreation experience, improving parking and access, also ensuring impacts to the environment are minimal and that the plans complement other future planning. The Committee directed administration to continue to work with the province to explore the option of the County or a non - profit organization becoming a trail manager for the Red Willow Falls Designated Trail. The implementation date is dependent on provincial funding.
Kleskun Hill Museum Society Year End Update – Members of the Kleskun Hill Museum Society presented an update on the society’s 2023 Annual Report. The Committee deferred their additional funding requests to the 2024 interim Budget meetings including $35,000 to support the Executive Director position in the amount of $35,000 and $14,240 for operations for a three-year term (2024-2026).
Kleskun Hill Natural Area Proposed Conversion to Provincial Recreation Area – The Committee received an information update on the provincial government’s consultation process with residents to convert the natural area to a provincial recreation area which included how the Indigenous cultural significance of Kleskun Hill will be protected and / or enhanced. The Committee recommended to Council to provide a letter of support to the Alberta Forestry and Parks, Parks Division, to support the pursuit of land designation for a provincial park in the lands adjacent to the Kleskun Hills Natural Area.
Analysis of Grazing Lease Rates – Administration presented additional information as requested on the proposed increase to the current rates for grazing lease fees. The Committee recommended to Council to direct Administration to increase the municipal grazing lease rate to $1 per Animal Unit Month (AUM) per day as part of the 2024 Schedule of Fees, Rates and Charges Bylaw being presented to Council at Interim Budget. Current grazing lease holders will be notified of the fee increase.
The next Regular Council Meeting will take place on December 18, 2023. The next Committee of the Whole Meeting will take place on January 19, 2024.
