Divisional Boundaries and Council Composition Bylaw — Council gave final reading to the Divisional Boundaries and Council Composition Bylaw #3236, which takes effect January 1,2025,to determine electoral boundaries for the upcoming 2025 municipal election. Due to the dissolution of the Village of Hythe on July 1, 2021, the County completed a comprehensive review of its electoral boundaries in conjunction with the 2024 Municipal CensusFollowing public engagement and population analysisCouncil’s direction in September was to have the boundaries remain the same and Administration prepared the electoral boundary bylaw using the current boundaries. 

Election Bylaw Updated Council gave final reading to the Election Bylaw #3244 which was amended to reflect legislation changes made by the Province under Bill 20 – Municipal Affairs Statutes Amendment Act, 2024.  

County of Grande Prairie Welcome Signs ReviewedAt the September 9, 2024, Council meeting, Council directed Administration to review and determine the locations of the existing “Welcome to the County of Grande Prairie” signs. Council directed Administration to install post-style signs on three-digit highways at entrances into the County, including Highways 671 and 724that are currently without signs. 

Deputy Director of Emergency Management Appointment — Council appointed General Manager of Community Services, Lee Brachmann, as a Deputy Director of Emergency Management for the County of Grande Prairie, under the County’s Regional Emergency Management Bylaw #3133.  

Financial Reports Policy Updated — Council approved edits to Policy C20 – Financial Reports as presented. The policy was edited to align with the County’s organizational restructuring and the timeline for presenting reports. 

Investment Policy Updated Council approved edits to Policy C26 Investment as presented. The policy was updated to properly align with the County’s organizational restructuring, financial industry sector changes, and the Municipal Government Act. 

Approval of Schedule of Fees, Rates and Charges Bylaw — Council gave third and final reading to Bylaw #3241 which establishes the 2025 schedule of fees, rates, and charges. Additionally, Council directed Administration to prepare a work plan for a cost analysis of the Schedule of Fees, to be presented at a Regular Council meeting in January 2025. 

Pre-1999 Rural Subdivision Review Council instructed Administration to present a recommendation on Policy N47 – County Road Surfacing at a future Committee of the Whole Meeting. Under the policy, gravel surface subdivisions approved before 1999 can be considered for upgrading to pavement once 95 percent of the lots are fully developed. For subdivisions approved after 1999, upgrades typically require a request from area ratepayers to start the local improvement process.  

Event and Funding Requests — Council approved the following funding requests: 

  • $3,000 in total funding to the Grande Prairie Curling Centre for two2025 Curling Championship tournaments:$1,000 for the Alberta and Canadian Stick Championships, and $2,000 for the U15 Office Restaurant Alberta Provincial Championships. 

  • $9,500 in operating funding for the Helping Homeless Restart Society. 

  • $2,000 in sponsorship to the Community Futures Grande Prairie & Region for the 2025 Hyperdrive Women in Business Summit   

February 2025 Committee of the Whole Meeting Date Change — Council directed Administration to change the February Committee of the Whole meeting date to Monday, March 3, 2025, due to a scheduling conflict. 

The next Regular Council Meeting will take place on January 13, 2025.The next Committee of the Whole Meeting will take place onDecember19, 2024.
