
December 6, 2021 Council Highlights
Peace Library System Report – Following the 2021 election, Louisa Robison, Executive Director with the Peace Library System has been presenting reports to participating municipalities for the benefit of new Councillors. In her report to the County of Grande Prairie Council, Ms. Robison reviewed local library services and provided an overview of funding and the system’s expenditures. The County of Grande Prairie is one of the Peace Library System’s founding members, holding membership since 1986. Given that contributions to Alberta’s Library Systems are calculated based on municipal populations, the County’s contribution for 2022 will increase with the inclusion of the population of Hythe.
Kleskun Hill Museum Society Update – Council accepted as information a report from Kleskun Hill Museum Society President Jim Robertson and Gary Hessler, Treasurer, and approved inclusion of their request for renewal of $14,240 in Community Assistance grant funding for 2022, 2023 and 2024 as part of the 2022 Interim Budget meetings. The pair reviewed the museum’s activities in 2021 and anticipated direction for 2022, noting that the pandemic has affected volunteer hours and ability to run the regular slate of activities, including cancellation of school tours and the annual Kleskun Hill Day. Council directed Administration to renew a separate three-year Memorandum of Understanding for 2022, 2023 and 2024 with a requirement that the Society present their annual report to Council. Council also directed Administration to work with the Society to make future applications to the Summer Temporary Employment Program (STEP).
Councillor Appointed to Provincial Agricultural Service Board – Council supported the appointment of Division 9 Councillor Bob Chrenek to the Agricultural Service Board (ASB) Provincial Committee as Alternate for the Peace Region.
Subdivision Time Extension Requests – Council granted approval for the following subdivision time extension requests:

File number PLSUB20190688 received the second time extension to December 20, 2022, to allow the applicant time to complete the conditions of approval for the subdivision to create two residential lots on NW-1-72-6W6.

File number PLSUB20200087 received the first time extension to December 18, 2022, to allow the applicant time to complete the conditions of approval for the subdivision to create two residential lots on SW-25-71-10W6.
Request for Proposal Awarded for Supply of Private Gravel Trucks for 2022 - 2024 – Council awarded the Request for Proposal for the 2022 - 2024 Gravel Program to the fifteen lowest bids received which includes five trucks from I K N Trucking Ltd., two trucks from Alberta West Transport Ltd., five trucks from Timber Pro Logging Ltd. and three trucks from Advantage North Services. The Request for Proposals closed on November 24, 2021.
Council Holds Public Hearings for Bylaws – Council held public hearings for the following:

Council recessed the public hearing for Bylaw 2680-21-041 to re-designate 10.59 acres of land located directly south of Highway 674, west of Range Road 44 and 7.0 miles east of the Town of Sexsmith from an Agricultural (AG) District to a Country Residential (CR-5) District to accommodate the subdivision of one lot for country residential use. The public hearing was recessed to January 24, 2022.

Bylaw 2680-21-042 to re-designate 15.74 acres of land located approximately a half mile south of Highway 43, adjacent to Range Road 72, and directly adjacent to the City of Grande Prairie from an Agricultural (AG) District to a Country Residential (CR-5) District to allow for the development of one lot for country residential use and a boundary adjustment. County gave the bylaw third reading.

Bylaw 2680-21-043 to re-designate 40 acres of land located approximately one mile northwest of the Wapiti Farms area, adjacent to Range Road 104A and Township Road 694 from an Agricultural (AG) District to a Country Residential (CR-5) District to allow for the development of four lots for country residential use. County gave the bylaw third reading.
Review of Correspondence – Council accepted as information the letter of support sent by Administration to the Regional Director of Alberta Transportation on November 26, 2021 regarding constructing a traffic circle to upgrade the intersection of Highway 43 and Highway 733 in Bezanson.
Council Invites Presentation from Grande Prairie Regional Tourism Association – Council directed Administration to invite the Grande Prairie Regional Tourism Association to present to Council at an upcoming Council meeting.
Council will hold Interim Budget Meetings on December 8, 9 and 10, 2021. The next Regular Council Meeting will take place on December 20, 2021. The next Committee of the Whole Meeting will take place on December 22, 2021.
