
July 11, 2022 Council Highlights
Regional Policing Quarterly Report – County Regional Enforcement Services were joined by representatives from the Grande Prairie and Rural RCMP Detachments and the Western Alberta District RCMP to present a 2022 first quarter report to Council.
Regional Enforcement Services – County Regional Enforcement Services reported the following highlights from January to March:
- 385 total occurrences, down from 670 during the same period in 2021.
- 330 tickets issued, down from 688 during the same period in 2021.
- Successfully hosted two virtual Town Hall meetings on crime prevention in partnership with the RCMP for east County and the Town of Sexsmith. Beaverlodge RCMP had previously hosted a virtual town hall for West County residents.
- Participation in a joint County, RCMP and Conservation Officer snowmobile patrol and Technical Search and Rescue training exercise.
- Completion of the Regional Animal Pound building renovations.
Advocating on Disparity in Electricity Distribution Rates for Rural Areas – The County will bring a resolution highlighting the Disparity in Electricity Distribution and Transmission Rates in different services areas across Alberta, to the Rural Municipalities of Alberta, Zone 4 Meeting in August. If endorsed at the Zone level, the resolution will be presented at the Rural Municipalities of Alberta (RMA) Fall Convention. The City of Grande Prairie is presenting a similar resolution at the Alberta Municipalities Fall Convention.
County Applying to Alberta Advantage Immigration Program for employee recruitment – Council directed Administration to apply for the Rural Renewal Stream community designation through the Alberta Advantage Immigration Program. This designation supports local economic development needs and empowers employers to recruit and retain foreign nationals to live, work, and settle in the County. The program is intended to address current labour needs in rural communities and involves a collaborative process for recruiting and supporting newcomers in the community based on the County’s endorsement.
Requests for Support –
- Council approved a $2,500 sponsorship and Councillor attendance of the Economic Developers of Alberta (EDA) Ministry Dinner to be held on October 19, 2022 in Edmonton.
- Council approved a $1,000 sponsorship for the Alberta Rural Municipal Administrator’s Association (ARMAA) 2022 Conference to be held in Grande Prairie from August 30 – September 1, 2022.
- Council approved a $600 sponsorship and Councillor attendance of the Friends of Rotary Community Golf Tournament event to be held on August 29, 2022 in Grande Prairie.
- Council authorized Councillors to attend the Grade Three Reading University’s 9th Annual Hole-in One Golf Tournament, for a total of $700 per team, to be held on September 8, 2022 in Grande Prairie.
Phillip J. Currie Dinosaur Museum Update – Linden Roberts, Executive Director of the Phillip J. Currie Dinosaur Museum, provided an annual operational update to Council that included the return of in-person tours, programs and initiatives, school group visits, federal and provincial grant funding, future exhibitions, indoor and outdoor programs through the summer, communication system upgrades and more.
Bylaw 3195 Road Closure – Council gave first reading to Bylaw 3195 that proposes to close a portion of Range Road 54, located north of the intersection of Highway 2 and Range Road 54 to accommodate the development of proposed multi-lot subdivisions. The bylaw will be advertised for public hearing before being brought back to a future Council Meeting for second reading.
Policies Presented for Approval – Council is undertaking a review of all County policies in 2022. The following policies were reviewed:
- Council approved Policy B10 – Audio Recordings of Council and Council Committee Meetings as presented.
- Council approved Policy B29 – Letter of Support as presented.
- Council approved Policy C26 – Investment as presented.
- Council approved Policy G9 – Family and Community Support Services Programs as presented.
- Council rescinded Policy G11 – Home Support Program.
- Council rescinded Policy G12 – Early Childhood Programming.
- Council rescinded Policy G13 – Community School Liaison Program.
- Council approved Policy L18 – Compensation Philosophy as presented.
Letter of Support for Northwestern Polytechnic – Council will provide a letter of support for Northwestern Polytechnic’s application to Alberta Advanced Education for a Bachelor of Elementary Education Degree.
Proclamation of Rail Safety Week – Council proclaimed the week of September 19 to 25, 2022 as Rail Safety Week.
Staff Introductions – Council welcomed Sabina Mose and Selina McDonald to the County of Grande Prairie as Legislative Services Clerks and Victoria Dicks as Summer Program Coordinator and Emily Batt as Summer Program Assistant with Family and Community Support Services (FCSS).
Correspondence – Council will send a letter of condolences to Leann Hackman-Carty, Chief Executive Officer of Economic Developers Alberta (EDA) for a personal loss.
Council will send well wishes to Duncan’s First Nation for their Annual Treaty Day Celebration on July 13, 2022 and regrets that they are unable to attend the event.
The next Regular Council Meeting will take place on July 25, 2022. The next Committee of the Whole Meeting will take place on July 28, 2022.
