Teepee Creek Fire Hall Project – Council directed Administration to proceed with securing engineering, project management services and construction contracts for a three-bay fire station on County property in Teepee Creek, and to prepare a request for proposal for project manager services.
Maskwa Medical Facility – Council gave third reading to Bylaw 3232 – Maskwa Medical Facility Lending Bylaw and Bylaw 3231 – Maskwa Medical Facility Borrowing Bylaw. The facility will benefit residents of the region, and Maskwa requested three-year interest-free loans from the County and City of Grande Prairie, and the MD of Greenview, in addition to the funding they have already secured to date.
Event Permit Program– Council directed Administration to proceed with the online event permitting program and bring back a report to Council in a year for review. The program is designed to make it easy for residents, businesses, and organizations to determine if their event requires a permit. More information and the online application are available on the County’s website.
Alberta Farm Mental Health Network – Lisa Hunt, Program Director for AgKnow, presented to Council information about their programming and seeking financial support to offset a critical gap in funding to allow their program to continue uninterrupted. The program provides support for the mental health of agricultural producers across the province. Council approved one-time funding in the amount of $5,000.
Natural Capital Group – Executive Director Garth Watson and Chairman, Jeff McMullin, presented a proposal to Council regarding land currently held by the County adjacent to the Weyerhauser/International Paper site southeast of the City of Grande Prairie. The land development would host an industrial subdivision consisting of an agricultural research and technology hub, a pellet mill, a green hydrogen generation facility, and a natural sciences laboratory. Council directed administration to discuss any proposals regarding the sale of the land currently held by the County identified as the Resources Industrial Site located at NE-20-70-5 W of the 6th.
Water Restriction Bylaw Approved – Council gave third reading to Bylaw 3234 – Water Restriction Bylaw to enable sustainable water access for necessary uses during periods of extreme dryness and low water levels. For more information, read the media release.
Service Road Closure – Council gave third reading to Bylaw #3208 to close a portion of the service road south of Highway 59 following the approval made from Alberta Transportation and Economic Corridors.
Notice of Motion – A Notice of Motion was presented for administration to provide a comparison on the lifecycle and costs of gravel compared to paved roads. The Notice of Motion will be considered by Council at the next Regular Council Meeting.
Subdivision Application Request – Council directed administration to work with a landowner who requested to rezone and subdivide a residential parcel within the Hamlet of Clairmont within the Lakeside Area Structure Plan (ASP) area to bring forward amendments to the ASP to accommodate the subdivision, with the provision that the cost of the amendment to the ASP be paid by the landowner.

Council gave third reading to Bylaw 2680-24-022 to redesignate 3.14 acres of land located approximately 0.94 miles southeast of Town of Sexsmith, north of Township Road 732 and east of Range Road 60, from the Country Residential (CR-2) District to the Agricultural (AG) District to accommodate boundary adjustment subdivision.

Council gave third reading to Bylaw2680-24-023 to redesignate 10.28 acres of land located in the Hamlet of Clairmont, adjacent to the City of Grande Prairie, approximately 1.02 miles south of Highway 43, 0.5 miles west of Whispering Ridge and adjacent Range Road 63 to the west, from the Agricultural (AG) District to the Country Residential (CR-5) District

Council gave third reading to Bylaw 2680-24-024 to redesignate 10 acres of land located approximately 5.25 miles southwest of the Town of Beaverlodge, approximately 1.68 miles northwest of Highway 722 and adjacent Township Road 712 to the north, from the Agricultural (AG) District to the Country Residential (CR-5) District.

Council recessed the Public Hearing for Bylaw 3233 – Road Closure of a Portion Service Road, Range Road 110 Undeveloped Government Road Allowance, to the August 22, 2024 Council meeting.
Policies Approved – The following policies were reviewed:

Council approved amendments to Policy C13 – Collection of Outstanding Receivables as presented.

Council approved amendments to Policy F16 – Proclamation as presented.

Council approved amendments to Policy C34 – Payment, Refund, and Cancellation of Taxes as presented, to include additional information with tax notices regarding how to obtain a receipt if one is required.

Council approved amendments to Policy C36 – Acceptable Methods of Payment as presented.
Sponsorship and funding requests – Council approved the following funding and sponsorship requests:

$5,000 one-time sponsorship to the Alberta Farm Mental Health Network. The program provides support for the mental health of agricultural producers across the province.

$2,000 sponsorship to the Sea to Sea for Post Traumatic Stress Disorder for the Grande Prairie Mental Health Walk & Talk event to be held on August 9-10, 2024 in Grande Prairie.

$5,000 sponsorship to the Peace Area Motor Sports Association for the International Motor Contest Association (IMCA) Super Nationals & Street Stock Invitation being held at the Hythe Motor Speedway on August 30, 31 and September 1, 2024.

$250 bronze sponsorship for the Archie Harvey Memorial Golf Tournament to be held on July 26, 2024, at the Dunes Golf and Winter Club.
Request for Letter of Support – Council approved the request to provide a Letter of Support to the South Peace Regional Archives for the Grande Prairie Daily Herald Tribune records archive transfer.
Staff Introductions – Council welcomed Trin Schartner to the Cash Control department as a temporary Payroll Clerk.
Committee of the Whole Meeting Moved – Council moved the July 30, 2024 Committee of the Whole Meeting to July 29, 2024.
