July 17, 2023 Council Highlights
Clairmont Centre Access Card Program Usage Update – Administration provided an information update on the Access Card program for residential tonnage in 2023. As of June 2023, only 6.5 per cent of card holders exceeded the free 1000-kilogram limit.
Pipestone Campground Access – Council directed Administration to evaluate the existing access road to Pipestone Campground and bring back information to a future meeting.
Media Coverage in Council Chambers – Council directed Administration to implement video and audio recording of Regular Council, Committee of the Whole, Municipal Planning Commission, Agricultural Service Board, and Family & Community Support Services Board meetings. The recordings will be livestreamed to the public and archived. In the interim, Council approved the request for video and audio recording by the CBC reporter attending today’s council meeting.
Intermunicipal Collaboration Committee Meeting Update – Administration provided an information update from the meeting held on July 5, 2023. The Committee made a motion for administrations to jointly apply for the federal Housing Accelerator Fund when working with the Grande Spirit Foundation or an alternative organization and will continue the discussion at their next meeting. As well, the County, City of Grande Prairie and the M.D. of Greenview will hold a tri-municipal meeting in the fall to discuss regional advocacy priorities and strategies.
Policies Approved – Council approved changes to two policies:
- Policy R1 – Electronic Devices, Messaging Tools, and Internet Use: Revised to establish a process for accessing a current employee’s email and folders for business continuity purposes, and to add the County’s requirement for staff to enroll in Multifactor Authentication as an extra security measure.
- Policy C31 – Budget Development: Amended Policy Guidelines, Budget Process 1.2 Schedule of Fees and moved it to a different location within the policy; and revised Policy Guidelines, Budget Process 7.0 to refer to Administrative Directive FNS6: Business Plan and Business Case Guideline to explain when a business case is required.
Sponsorship Requests – Council approved the following:
- A $200 food sponsorship request for the Heritage Day Event being hosted by the Old Bezanson Archaeology Project on August 7, 2023.
- A $1,000 Adopt-a-Reader sponsorship in support of the 10th Annual Grade 3 Reading University Hole-in One Golf Tournament at the Dunes Golf and Winter Club on September 7, 2023, plus golf team entry fees for any participating Councillors.
- The $2,500 Elite Silent Auction sponsorship category request and the $1,200 cost to purchase six tickets for the Big Hearts for Big Kids Concert at the Tara Centre on February 3, 2024.
- The $1,500 Putting Green Sponsor sponsorship category for the Swan City Rotary Club of Grande Prairie’s Friends of Rotary Community Golf Tournament on August 28, 2023.
Cost-of-Living Adjustment Process – Council directed Administration to continue with the current Cost-of-Living Adjustment (COLA) process for County employee compensation.
Strategic Planning Facilitation – Council directed Administration to have Doug Griffiths from 13 Ways Inc. present on Strategic Planning Facilitation at the next Committee of the Whole Meeting on July 27, 2023.
Public Hearings – Council held the following public hearings:
- For Bylaw 2680-23-018 to amend the County Land Use Bylaw to accommodate the subdivision of four lots located approximately three kilometres west of the Town of Wembley for industrial use. Council defeated this bylaw at first reading after hearing various concerns from an adjacent landowner.
- Council gave third reading to Bylaw 2680-23-025 to re-designate 41.3 acres of land located approximately 3 kilometres north of the City of Grande Prairie, 1.5 kilometres north of Township Road 724, adjacent to Range Road 64 and the west boundary of the Hamlet of Clairmont from County Residential (CR-5) to Agricultural (AG) District.
Staff Introductions – Council welcomed Nikole Davis Oilund as a full-time Payroll Clerk with Financial Services.
A Budget Council Meeting will take place on July 20, 2023. The next Regular Council Meeting will take place on July 24, 2023. The next Committee of the Whole Meeting will take place on July 27, 2023.
