2023 Budget Discussions – Administration presented initial preparations for the 2023 Budget. The Committee requested Administration use the following guidelines to prepare for budget deliberations:  

  • Maintain infrastructure and identify if new infrastructure resulted from increased demand or service levels.  
  • Maintain service levels and identify if recent increases in operations were due to increased demand or service levels. 
  • Compare staffing levels to identify what is needed to maintain current operations versus increased demand or service levels. 
  • Recommend a cost-of-living adjustment for staff with the percentage to be determined.  

2023 Budget Business Case presentations are scheduled for November 21 – 22 followed by Interim Budget Deliberations on December 7 – 9.  

Second Quarter Financial Summary Report – Administration presented the County of Grande Prairie’s financials for the second quarter of 2022 to the Committee of the Whole, including year-to-date actual revenues and expenditures compared to approved budgets and second quarter capital expenses.   

Water and Wastewater in County Hamlets – The Committee received an informational report on water and wastewater rates across some County Hamlets, including the inherited system in Hythe. The County provides water to some properties in Bezanson, La Glace, Teepee Creek and Hythe, as well as wastewater to some properties in the same communities plus Valhalla. The report did not include properties serviced by the Aquatera system. 

The Committee requested Administration to further research different options for funding capital and operating costs for County-provided water and wastewater utilities, and to present the findings at a future Council Meeting for consideration prior to 2023 budget deliberations: 

  • Options for uniform water and wastewater rates for all Hamlets. 

  • Scenarios to establish standard connection fees across County systems for water and wastewater infrastructure. 

  • Research options to allow connection costs to be recovered over time through utility bill fees.   

Recreation on Stormwater Ponds – The Committee received an informational report on the pilot project testing recreation on two approved stormwater ponds in Whispering Ridge and Westlake Estates during the 2021/22 winter season. Administration acknowledged challenges encountered during the pilot, including unexpected water on the surface of the ice, significant air temperature fluctuations through the season, the uncertain make-up of stormwater ponds, and ice thickness inconsistencies, especially around pond inlets and outlets.  

The Committee referred Administration to research alternatives for community-driven winter recreation opportunities, including the option of enhancing the neighbourhood ice surfaces program to empower communities in establishing ice surfaces in suitable locations.  

Review of Upcoming Agenda Items – The Committee reviewed topics scheduled for upcoming Committee of the Whole meetings. 

The next Regular Council Meeting will take place on August 8, 2022. The next Committee of the Whole Meeting will take place on August 26, 2022.
