
June 12, 2023 Council Highlights
Operating Assistance Grants – Council awarded $210,320 in operating assistance grants to more than 60 local organizations and groups. The grant program provides funding to community-based volunteer groups, non-profit organizations, municipalities, schools and sports clubs that provide recreational or cultural services to County residents. Operating assistance grant monies were allocated to groups through the following area recreation boards:
- Beaverlodge–Elmworth-Huallen Recreation Board - $31,830
- Clairmont-Bezanson Recreation Board - $38,500
- Grande Prairie & Area Recreation Board - $44,500
- Hythe-Demmitt-Valhalla Recreation Board - $28,300
- Sexsmith-La Glace-Teepee Creek Recreation Board - $36,540
- Wembley-Dimsdale-Saskatoon Lake Recreation Board - $30,650
Council directed Administration to include the Hythe Legion in Hall Operating Assistance Grant discussions.
New date for event to promote the region to national audiences – Council authorized the re-scheduling of the tri-municipal event co-hosted with the City of Grande Prairie and Municipal District of Greenview to promote the region. The event will now take place during the World Petroleum Congress in September in Calgary. The original event, scheduled for May 27, 2023 in Toronto, Ontario, was cancelled due to area wildfires.
Public Hearings – Council held the following public hearings:
- Council recessed the public hearing for Bylaw 2680-23-018 to redesignate 24.301 acres of land, located approximately 3 km west of the Town of Wembley, including 6.741 acres from the Agricultural (AG) District to the Highway Industrial (RM-4) District, 12.05 acres from the Agricultural (AG) District to the Rural Medium Industrial (RM-2) District, and 5.510 acres from the Agricultural (AG) District to the Country Residential (CR-5) District to accommodate the subdivision of three lots for industrial use and one for residential use. The public hearing was recessed to the July 17, 2023 Regular Council Meeting to allow the applicant additional time to address concerns received during the circulation period.
- For Bylaw 2680-23-019 to redesignate 1.48 acres of land, located on the northwest corner of the intersection between TWP RD 730 and RGE RD 63 within the Hamlet of Clairmont, from the Agricultural (AG) District to the Country Residential (CR-5) District to accommodate a boundary adjustment. Council gave the bylaw third reading.
- For Bylaw 2680-23-020 to redesignate 23.90 acres of land located north of the City of Grande Prairie, 1.0 miles south of Highway 43, adjacent to RGE RD 62 and the Whispering Ridge Community, from the Agricultural (AG) District to the Limited Institutional and Recreation (L-IR) District to accommodate two future school sites. Council gave the bylaw third reading.
Bylaw 3189 – Council gave third reading to Bylaw 3189 to close a portion of road located east of Secondary Highway 722, adjacent to Range Road 102 and Township Road 710. The land will be consolidated back into the existing quarter with a new right of way to realign Range Road 102 and Township Road 710. A public hearing was held for this bylaw on May 30, 2022.
Council also directed Administration to write a letter to the Minister of Transportation and Economic Corridors, and any other appropriate Ministers, regarding wait times for approval on highway closures.
Development permit request – Council approved a development permit, subject to conditions, for a gas plant facility to be built approximately 2.50 miles north of Saskatoon Mountain Park, adjacent to RGE RD 93 and TWP RD 730. The facility will handle sour natural gases and associated natural gas liquids.
Policies presented for approval – Council is reviewing all County policies. The following policy was reviewed:
- Council approved Policy M10 – Closures, Leasing and Licensing of Surplus Municipal Roads as presented.
Quotes for equipment replacement – Council directed Administration to accept a $428,386.76 quote from Brandt Tractor Ltd. for the purchase of one new 2024 John Deere 700L LGP Crawler Dozer to replace the current 2008 D6KXL Crawler Dozer.
Tender awarded for culvert replacement and other work – Council awarded the tender for Culvert Replacement and Other Work to Green Acres Ventures Ltd in the amount of $480,150.
Sponsorship Requests – Council approved the following funding and sponsorship requests:
- $5,000 to the Grande Prairie Aboriginal Circle of Services (GPACOS) for the 4th annual Grande Prairie Traditional Pow Wow to be held at the Bonnetts Energy Centre on June 24 and 25, 2023
- $5,000 to the Helping Homeless Restart Society to support operating costs.
- $2,500 to the Canadian Motorcycle Tourism Association for the Veterans Memorial Gardens & Interpretive Centre located in the City of Grande Prairie.
- A gift basket to the Peace Region Alberta Dressage Association to support the Dressage Equestrian Event to be held at Evergreen Park on June 24 and 25, 2023
Business Assistance Program Grant – Council approved a $1,000 Business Assistance Program grant to Commandeur Mechanical, an automotive and heavy-duty repair shop located in Clairmont, to assist in creating workforce recruitment strategies to retain quality staff.
Notices of Motion –
- Council directed Administration to research and prepare a report on garbage collection in County hamlets and subdivisions, and to bring the information to a future Regular Council Meeting for consideration.
- Council directed Administration to bring more information regarding the closure of RGE RD 54 and HWY 2 to a future Regular Council Meeting for discussion.
Weed Inspector Appointment – Council appointed Quintara Anderson as a Weed Inspector for the County of Grande Prairie.
Employee Introductions – Council welcomed new and returning staff to the County, including:
- Georgia Iliou to a new role as Community Program Coordinator at the Wellington Resource Centre for the Family and Community Support Services (FCSS) department.
- Amber Donovan as the Senior Marketing Advisor with the Communications and Marketing department.
- Lyndie Ruthven as a Temporary Customer Service Representative, Dawn LaLonde as a Temporary Data Entry Clerk, and Jori-Lynn Anderson as a Customer Service Representative Summer Student with the Finance department.
- Hannah Thon as a Summer Student with the Assessment department.
Council Events – Council authorized all Councillors to attend the Grande Prairie Friendship Centre’s Grande Gathering Gala on June 17, 2023, as well as the 2023 Stronger Together annual library conference being held in November.
The next Regular Council Meeting will take place on June 26, 2023. The next Committee of the Whole Meeting will take place on June 29, 2023.
