Future Operations of the West County Regional Landfil Council approved their preferred option of  cell development for the West County Regional Landfill. Development is due to limited cell capacity remaining from a slope stability issue. The West County Grande Prairie Solid Waste Management Authority consists of members from the County of Grande Prairie and the towns of Beaverlodge, Sexsmith, and Wembley. The joint authority maintains, controls, and manages this regional solid waste landfill system. According to the Authority agreement, two-thirds of the participating municipalities must approve expenditures exceeding twenty thousand dollars. Since the remaining participating municipalities voted for the Regional Landfill to be converted to a transfer station further discussion will be held at the Authority level. 

Alberta Transportation and Economic Corridors Update – Administration provided an update to the Committee on projects underway within the County of Grande Prairie. Included was Highway 40X Southwest Grande Prairie Bypass, Council’s primary advocacy item as per the Strategic PlanAdditional topics discussed included the following:  

  • Highway 43 Bezanson Intersection 

  • Highway 43 Beaverlodge Bypass 

  • Highway 674 Slide Repair 

  • Highway 672/Range Road 63 Intersection 

Bylaw Enforcement Services Agreement – Council directed Administration to enter into a Bylaw Enforcement Services Agreement, including Animal Control, with the Town of Beaverlodge for 20 hours per month for a six-month term spanning July 1 to December 31, 2024.    

Rural Renewal Stream Support Paused – Council directed Administration to pause County support of the Rural Renewal Stream (RRS) Program for an indefinite period and write a letter to the Minister of Immigration and Multiculturalism outlining the reasons for the temporary suspension of the program, including the County’s concerns and recommendations. 

Support for Rural Municipalities of Alberta District Director Re-Election – Council supported Councillor Karen Rosvold’s intent to seek re-election for the Rural Municipalities of Alberta (RMA) District 4 Director position at the RMA Fall Convention in November 2024. 

Request for Tender Award – Council authorized Administration to award and enter into an agreement for the Hay Contract Tender on lands surrounding the Clairmont Centre for Recycling and Waste Management to the highest compliant bidder and identify the contract fee at the time of closing based on the submitted bid per acre. 

Public HearingsCouncil held the following public hearings: 

  • Council gave third reading to Bylaw #2680-24-017 to redesignate 23.97 acres of land located approximately 3.48 miles north of Bezanson, adjacent to Township Road 730 to the north and Range Road 31 to the east, from the Agricultural (AG) District to the Country Residential (CR-5) District to accommodate the subdivision of one country residential lot. 

  • Council gave third reading to Bylaw #2680-24-019 to redesignate 10 acres of land located approximately 8.5 miles northeast of the Town of Sexsmith, on the northwest corner of the intersection between Range Road 43 and Township Road 742, from the Agricultural (AG) District to the Country Residential (CR-5District. 

  • Council gave third reading to Bylaw #2680-24-020 to redesignate 20 acres of land located approximately four miles west of the Hamlet of Teepee Creekeast of Range Road 43 and north of Highway 674, from the Intensive Recreation (IR) District to the Country Residential (CR-5) District. 

  • Council gave third reading to Bylaw #2680-24-021 to redesignate 0.86 acres of land located approximately 0.2 miles south of the City of Grande Prairie in the Highway 40 Industrial Park on Industrial Park Road from the Rural Medium Industrial (RM-2) District to the Rural Industrial Direct Control (RM-DC) District. 

  • Council recessed the public hearing for Bylaw #2680-23-033 to the August 22, 2024 Regular Council meeting to allow Administration to circulate the updated drawings. 

  • Council gave first reading to Bylaw #3229 to close a portion of the Government Road Allowance west of SW-23-70-6-W6 and Road Plan 3105HW and directed Administration to forward the Bylaw to the Minister of Transportation and Economic Corridors for approval. 

  • Council gave first reading to Bylaw #3230 to close and demolish a portion of Range Road 23 and Township Road 750, and directed Administration to forward the Bylaw to the Minister of Transportation and Economic Corridors for approval. 

Sponsorship RequestCouncil approved $1,000 in support to the Benevolent and Protective Society Order of Elks Beaverlodge Lodge No. 249 for the lodge’s 90th anniversary celebration. 

Staff Introductions Council welcomed new and returning staff members to the County of Grande Prairie, including:  

  • Financial and Business Planning Services – Brent McQuaigin Assessment Services along with Keli Walton and Toni McKeekinin Cash Control 

  • Planning and Development Services – Chetna Sidhu as Planning Municipal Intern.
