Updated Intermunicipal Collaboration Framework with Saddle Hills County — Council approved the updated Intermunicipal Collaboration Framework (ICF) agreement between the County of Grande Prairie and Saddle Hills County as presented. The Municipal Government Act (MGA) requires that an ICF exist between municipalities that share common boundaries. Due to an amendment to the MGA, a bylaw is no longer required to approve an ICF.

New Lease Agreement for Philip J. Currie Dinosaur Museum — Council approved the new lease agreement with the River of Death and Discovery Dinosaur Museum Society for the Philip J. Currie Dinosaur Museum as presented. The agreement highlights landlord and tenant responsibilities for the museum’s utilities, structure maintenance, site services, signage, and business operations.

Minimum Municipal Tax Levy Presented — At the January 16, 2025, Committee of the Whole meeting, Administration was directed to bring back options for implementing a minimum municipal tax levy for 2025, and subclass types that can include residential property, vacant non-residential property, and small businesses. At today’s Council meeting, Administration was asked to bring back further cost analysis on a minimum tax levy up to $100 that includes the full cost of conducting tax assessments on the properties. Council took no further action on the Assessment sub-class options.

Administrative Complex Redesign Update — Council approved the Staff Accommodation Space Needs Analysis Committee's annual work plan to improve security and increase capacity in the County Administration Complex by the end of 2025 using the approved Option F1 floorplan as presented, as a short-term solution. Specific financials will be approved by final budget in April. Council also approved adding $39,497 to the project's carry-over budget.

Upcoming Rural Crime Town Hall Events — Council approved hosting two Rural Crime Prevention Town Halls in April 2025. The first event will be held in Dimsdale on April 16, followed by a second in Webster on April 23.

Representatives Appointed to South Peace Physician Attraction and Retention Committee — Council appointed Deputy Reeve Amanda Frayn as the primary member and Councillor Kurt Balderston as the alternate to the South Peace Physician Attraction and Retention Committee (SPPARC) for a term expiring October 2025. The purpose of SPPARC is to work with staff members from Alberta Health Services and the Rural Health Professions Action Plan (RHPAP) to ensure a coordinated approach to physician attraction and retention.

Peace Country Beef and Forage Association — Council took no action on the Peace Country Beef and Forage Association’s request for $7,500 in additional funding. Council had previously allocated $27,500 to the Association in 2025.

Sponsorship Requests Approved — Council took no action on the sponsorship request from the Grande Prairie Filipino Basketball League and approved the following sponsorship requests:

  • $500 for the Grande Prairie Friendship Centre to host the fourth Annual Grande Gathering Gala on April 12 at Bonnetts Energy Centre.
  • $500 for the Community Futures Grande Prairie & Region to host the Lemonade Day wrap-up event on June 14.

Public Hearings — Council held the following public hearings:

  • Council gave final reading to Bylaw #2680-25-013 to redesignate 6.58 hectares of land located approximately 4.79 miles northwest of the Town of Sexsmith, adjacent to Range Road 63 to the east and Township Road 744 to the north, from the Agricultural (AG) District to the Country Residential (CR-5) District.
  • Council gave first reading to Bylaw #3247- Road Closure of Road Plan 863 EU, within NE-11-72-12-W6 for the purpose of closing to public travel and disposing of portions of an undeveloped government road allowance, into a private property located approximately 3.3 kilometres south of the Hamlet of Goodfare and adjacent to developed portions of Range Road 121, and directed Administration to forward the Bylaw to the Minister of Transportation and Economic Corridors for approval.

Staff Introductions — Council welcomed the following new and existing staff to new positions at the County:

  • Jacob Cassidy to his new position as a Financial Reporting Accountant with the Analysis and Reporting department. Cassidy previously served as a temporary Tax Clerk and Accounting Clerk in the Cash Control department.
  • Boris Dubrovsky as a new Analysis and Reporting Specialist with the Analysis and Reporting department.
  • Gervais Kasamba as a new Peace Officer with Regional Enforcement Services’ Patrol Unit.

The next Regular Council Meeting will take place on March 24, 2025. The next Committee of the Whole Meeting will take place on March 27, 2025.
