Council to subsidize wastewater rates for residents serviced by Aquatera – Council directed Administration to prepare the Aquatera Utility Bylaw to reflect a phased increase to wastewater rates over a five-year period starting in 2022, combined with subsidies from the County for the difference between rate revenue and actual costs.  

  • Residents connected to Aquatera in the Hamlet of Clairmont will see an 8 per cent increase  

  • Residents connected to Aquatera elsewhere in the County will see a 6 per cent increase  

Council requested viable options to soften the impact of a 31.6 percent and 26 percent rate increase for Aquatera customers in Clairmont and County Other respectively. The County will subsidize the shortfall at the estimated cost of $2 Million for Clairmont and $600,000 for County Other over the next five years. The updated bylaw will be presented at the April 4 Council Meeting and is subject to Aquatera Board approval of the proposed five-year phased rate model.  

Recreation Board Appointments – Council appointed the following public members to Recreation Boards for four-year terms:  

  • Haley Genovese to the County-Beaverlodge-Elmsworth-Huallen Area Recreation Advisory Board  

  • Eldon Lee, Kody Wilson and Laura LaValley to the County-Clairmont-Bezanson Recreation Advisory Board  

  • Terri Beaupre to the County-Grande Prairie Area Recreation Advisory Board  

  • Kendra Smith and Merlin Juneau to the County-Hythe-Demmitt-Valhalla Recreation Advisory Board  

  • Gerald Napier to the County-Wembley-Dimsdale-Saskatoon Lake Area Recreation Advisory Board  

The remaining vacancies will be re-advertised with applications brought to a future Council Meeting.  

Support Requests – Council approved reducing the operating lease payment for the tenant at Five Mile Hall, Food Solutions Corporation, to $500 per month from February to May 2022, considering low event bookings due to COVID-19. This request for rent relief at the facility is the fourth awarded by Council and is anticipated by the tenant to be the last based on current event bookings.  

Council took no action on a request from the Grande Prairie Regional Association of Volunteer Organizations to sponsor a National Volunteer Week event. The County is planning recognition events for National Volunteer Week.  

Recognizing National Volunteer Week – Council approved advertising funding of $5,000 to recognize National Volunteer Week in collaboration with programming hosted by Family and Community Support Services (FCSS).  

Project Awards – Council awarded the following agreements for services: 

  • Velocity Engineering Inc. to provide engineering services for road projects in Division 5, for a total of $416,588. 

  • The Orthoshop to complete LiDAR imaging in select areas for $311,520. Combined with the LiDAR imaging approved at the March 7 meeting, the imaging will provide detailed information about ground conditions across the County. 

Policies Presented for Approval – Council is undertaking a review of all County policies in 2022. The following policies were reviewed:  

  • Council approved Policy M2 – Real Property Reports as presented  

  • Council approved Policy M6 – Certified Private Sewage Treatment System Installers as presented  

  • Council rescinded Policy N23 – Unloading of Cleated Vehicles as recommended, as the content is covered by the General Traffic Bylaw  

  • Council approved Policy N32 – Subdivision Directional Signs as presented  

  • Council approved Policy D1 – Control of Coyotes and Other Pests as presented  

  • Council approved Policy D13 – Mosquito Control as presented 

  • Council approved Policy R1 – Electronic Devices, Messaging Tools and Internet Use as presented  

  • Council approved Policy S4 – Grants and Funding Recognition Correspondence as presented  

Public Hearing for Road Closure – Council gave first reading to Bylaw 3183 to close a portion of a road plan west of Highway 40 and consolidate it into the balance of the property. The portion of road will not be constructed due to proximity to the Wapiti River and planned highway alignment.   

Council endorses Aquatera Board Appointment – Council accepted the recommendation from the Aquatera Board of Directors to reappoint Mr. Jim Smith as Board Chair and Director.  

Support for the Grande Prairie Disc Golf’s Bid for Nationals – Council will provide a letter of support to the Grande Prairie Disc Golf Club’s event bid to host the 2023 Canadian National Disc Golf Championship, in part at the new course located at Evergreen Park.  

Council proclaims Economic Development Week – Council will proclaim May 9 – 13, 2022, as Economic Development Week in the County of Grande Prairie. 

Staff Introductions – Council welcomed Katrina Oravec and Beth Rogers to administrative positions in Public Works.  

The next Regular Council Meeting will take place on April 4, 2022. The next Committee of the Whole Meeting will take place on March 31, 2022.
