Art Gallery of Grande Prairie Annual Update  Jessica Groome, Executive Director of the Art Gallery of Grande Prairie, presented the gallery’s annual report as part of the annual operating funding agreement with the County of Grande Prairie. Since 2005, Council has approved annual operating support for the gallery, including $86,000 annually for the three-year period of 2023-2025. 

Red Willow Falls Trail Management Plan – Administration provided a follow-up report on efforts to secure a trail manager for Red Willow Falls. The Committee recommended to Council that the County’s Transportation and Utilities department take over the road and parking lot maintenance pending the appointment of a Trail Manager. 

City and County of Grande Prairie Intermunicipal Development Plan Update The Committee received an update on the Intermunicipal Development Plan project and next steps. This long-term strategic plan is required by provincial regulation for municipalities that share common boundaries, with a purpose to foster coordination and collaboration of land use planning, economic development, servicing, and transportation needs in areas adjoined by municipal boundaries. 

Event Permit ProgramAdministration provided an update with some recommendations on the event permit program as directed by the Committee and presented a variation of permit programs from other Alberta municipalitiesThe Committee recommended to Council to proceed with an online event permitting program, to be implemented by July 1, 2024, and bring back a report to Council in one year for review. 

Development Compliance FinesThe Committee recommended to Council to direct Administration to draft amendments to the Land Use Bylaw and the Schedule of Fees, Rates and Charges Bylaw introducing fines for development compliance violations. Administration is recommending the option to apply fines in instances where someone has been notified of a violation and is refusing to address the compliance issue. 

Facilities Condition Assessment (FCA) and Asset Retirement Obligation Forecast – At the December 20234 Budget Council meeting, Council approved $300,000 in funding to hire a consultant to conduct a Condition Assessment on County facilities. Administration reviewed proposal submissions and awarded the Facilities Condition Assessment to Pryce Global Inc. and the Asset Retirement obligation forecast to 360 Engineering and Environment Consulting Ltd. 

Community Support Coordinator Update – Administration provided an update on Recreation and Culture’s activities for 2024 specifically focusing on the Community Support Coordinator role to support the County’s community groups. 

The next Regular Council Meeting will take place on June 11, 2024. The next Committee of the Whole Meeting will take place on June 27, 2024.
