Recreation on Stormwater Ponds, Neighbourhood Ice Surfaces Policies Updated – Council approved edits to Policy K18 – Recreation on Storm Ponds as presented. The policy was edited to reflect Council’s decision on October 25, 2022, to permit recreation on stormwater ponds in residential subdivisions. Council also approved minor changes to Policy K11 – Neighbourhood Ice Surfaces to align with the edits made to Policy K18. Interested residents can apply online to manage their local stormwater pond ice surface as volunteers.  

County of Grande Prairie Livestock Emergency Response Plan – Council approved the Livestock Emergency Response Plan as presented. The research-based plan gives the County of Grande Prairie an effective means to manage livestock emergencies in conjunction with the Grande Prairie Regional Emergency Partnership (GPREP). As part of the plan, Agriculture staff conducted an extensive survey of local livestock owners and created a searchable database of the approximate quantity and type of local livestock. The database, which includes emergency resources and individuals’ ability to move their livestock, proved effective during the Bearhole Lake Fire in September. The County received a total of $19,000 in grant funding for the plan from the Canadian Agricultural Partnership (CAP) Emergency Preparedness Program.  

Residential Solid Waste Contract Renewed – Council approved renewing the Residential Solid Waste Billing Services Agreement with Aquatera Utilities Inc. for a five-year term with the eight per cent fee increase, as outlined in Aquatera’s Letter of Intent.  

Award Recognition – Council congratulated Administration on receiving the 2022 National Public Works Week Award in the Rural Community category. During Public Works Week 2022, staff presented career options to County schools and hosted a flag design competition for students to raise awareness about public works. The Public Works team received a plaque at the Excellence in Public Works Conference in Red Deer in September and will be featured in American Public Works Association (AWPA) publications.  

Hythe Memorial Arena Operations Funding Increase – Council increased the Hythe Athletic Association’s operating funding for the Hythe Memorial Arena to $128,000, effective January 1, 2023 for a one-year term that aligns with the County’s fiscal calendar. The Association must cover all operating expenses outlined in the operating agreement and report back to Council within 60 days of the Association’s 2022-2023 fiscal year-end before the County will determine 2024 funding for the Arena. The Association’s current funding allocation is $46,040 annually. 

Council also approved a prorated arena operating grant increase of $32,000 for the Association to operate the Arena for the months of October, November, and December 2022 with funding to come from the Community Grant Reserve, and that no further expenses be covered through the County’s Facilities department in 2022.  

Hythe Christmas Tree Drop Festival – Council directed Administration to assist with the tree stand for the annual Hythe 2022 Tree Drop and to lend street barricades for the event.  

Agreement Review
– Council directed Administration to review the recommended changes to the current Agreement to Install a Flat Line in a County Right-of-Way and bring back the amended agreement to a future Council meeting. The current agreement does not include a requirement for companies to notify adjacent landowners when temporarily installing lay-flat lines for water transfer.  

Requests for Support
– Council received the following requests for support:  

  • Council approved $25,000 in support for the United Way’s Period Project to cover the costs of installing hygiene dispensers in all County-based junior and senior high schools.  
  • Council deferred the request for $25,000 in sponsorship for the 2023 Bear Creek Folk Festival to the 2023 Interim Budget deliberations, pending receipt of the Festival’s financial statements/documents.  
  • Council deferred the request for $15,000 in support from the County of Grande Prairie Wheat Kings hockey organization to cover their 2022/2023 ice rental costs at the Crosslink County Sportsplex to the 2023 Interim Budget deliberations, pending receipt of the organization’s complete financial documents. 
  • Council approved $5,000 in support to the Grande Prairie Aboriginal Circle of Services (GPACOS) for the Grande Prairie Annual Round Dance to be held on November 19, 2022 in Grande Prairie. 

Policies Presented for Approval – Council is undertaking a review of all County policies in 2022. The following policies were reviewed: 

  • Council rescinded Policy N11 – New Road Construction for Rate Payers due to redundancy with existing processes. 
  • Council rescinded Policy N31 – Mailbox Location to reduce redundancy with County Bylaw 919, County Minimum Design Standards and Canada Post’s Rural Mailbox Guidelines. 
  • Council rescinded Policy N46 – Surface Road Rehabilitation due to redundancy with an existing County policy and industry standards.  
  • Council approved Policy C12 – Tangible Capital Assets as presented. 

Position Reclassified – Council approved reclassifying the vacant Planning Clerk position to a Planning Geographic Information Systems (GIS) Technician in the County’s organizational chart.  

Committee Appointments – Council appointed Councillor Leanne Beaupre and Councillor Steve Zimmerman to the Wapiti Corridor Recreation and Trail Management Plan Advisory Committee for a one-year term expiring October 30, 2023. The Committee’s purpose is to provide advice, input, and feedback to the Alberta Environment and Parks (AEP) Planning team for consideration as the team drafts the Wapiti Recreation and Trail Management plan.  

FCSSAA Regional Representation – Council will support a member of the County of Grande Prairie Council running for the Family & Community Support Services Association of Alberta (FCSSAA) Regional Representative position at the FCSSAA conference taking place this week.  

Event Attendance – Council authorized Councillors to attend the 2022 Grande Prairie and District Chamber of Commerce Annual General Meeting, Awards and Chair Salute on December 1.  

Letters of Support – Council directed Administration to send the following letters of support:  

  • A letter to the Minister of Health supporting enhancing the scope of practice for Nurse Practitioners.  
  • A letter of support for the Town of Sexsmith’s 2022/23 Alberta Community Partnership grant application, for projects identified in the 2018 Stormwater Master Plan and Basin Study. 
  • A letter of support for the Sexsmith and District Museum Society’s train project.  

Correspondence – Council received an information report on correspondence received and sent by Administration. 

2023 Council Meeting Schedule – Council approved the revised 2023 Council Meeting Schedule as presented. 

The next Regular Council Meeting will take place on November 28, 2022. The next Committee of the Whole Meeting will take place on November 24, 2022.
