
November 29, 2021 Council Highlights
Fire Master Plan – Council accepted the Regional Fire Service 2021 Fire Services Master Plan for information. The plan was presented by consultants Behr Integrated Solutions, and is a guiding document that evaluates the current state of the service, identifies opportunities for enhancements and makes recommendations to guide planning over the short and long-term.
Administration will bring forward any recommendations containing a financial impact for approval at future budget deliberations.
The development of a Fire Services Master Plan was approved as part of the 2021 budget.
Voting Authority for West Grande Prairie Regional Landfill – Council supported updating the West Grande Prairie Regional Landfill Authority agreements to reflect the dissolution of the Village of Hythe. As Hythe has become a hamlet within the County of Grande Prairie, the County will gain an additional vote in the Authority.
Provincial Historic Designations:

Council directed Administration to investigate the implications of a Provincial Historical Designation for the Hythe and District Memorial Arena. The Village of Hythe was in the process of obtaining the designation when it was dissolved into a hamlet of the County of Grande Prairie.

Council took no action on a request from the Government of Alberta to take ownership of the Ronning House, located in Valhalla.
Update and Request for Support from Spring Lake Ski Hill Association – Council accepted a presentation on the Spring Lake Ski Hill, including plans to resume operations for the 2022/2023 winter season. Council has provided Operating Assistance grant funding to the organization in the past, although the hill has not been operational over the past few years due to COVID-19.
Council directed Administration to work with the Spring Lake Ski Hill Association to conduct a safety codes evaluation of the chalet and rental building, in collaboration with Saddle Hills County.
Sponsorship Request – Council approved $2,500 to sponsor the 14th Annual Ultimate Escape fundraiser event.
Special Needs Snow Plowing Request – Council approved a request for special needs snowplowing.
Gravel Tender Award – Council awarded a contract for crushing, stockpiling, and other work to D. Ray Construction Ltd. for $1,583,490.
Letter of Support for Regional Water Projects – Council will provide Aquatera with a letter of support for their application to the Alberta Municipal Water/Wastewater Partnership Grant to support the regional water system. Aquatera’s application encompasses three projects, with any successful grant funding contributed to reducing rate increases for customers.
Proclamation of International Volunteer Day – Council proclaimed December 6 as International Volunteer Day in the County of Grande Prairie. Reeve Beaupre will attend the Grande Prairie Regional Association of Volunteer Organization’s Volunteer Breakfast to jointly proclaim the day with the City of Grande Prairie.
The next Regular Council Meeting will take place on December 6, 2021. Interim Budget Deliberations take place December 8, 9 and 10, 2021.
