Clairmont Municipal Police Service Multi-Year Financial Plan — The RCMP prepared a Municipal Police Service Multi-Year Financial Plan for the four Clairmont police positions (Corporal and three Constables). Council approved the signing of this Plan which will be in effect from April 1, 2025, to March 31, 2030.

Peace Area Riding for Disabled Society (PARDS) Funding Request — Council directed Administration to enter into a land lease agreement with PARDS to lease portions of land located near Range Road 63 and Township Road 725A, northwest of Clairmont for the purpose of harvesting feed to sustain operations for a term of five years.

Spring Lake Ski Hill Association Funding Request — Council received an update from the Spring Lake Ski Hill Association including their capital and operating plans.

Sand/Gravel Pit Land Development Request — Council approved a development permit application for Natural Resource Extraction Industry located approximately 10 km southwest of the City of Grande Prairie, directly east of the International Paper Mill and north of the Wapiti River, following confirmation by Administration that the subject property is within the Resources Road Upgrade Recovery area and the inclusion of a recovery fee as a permit condition.

Herbicide Application Computer Hardware/Software Funding Request — Council approved the request for additional funding for the replacement of obsolete herbicide application computer hardware/software in the amount of $17,388 to be added to the existing budget of $90,000.

Administrative Complex Redesign Project Update — Administration provided an update to Council on the design, budget projections and cost estimates of the Design Development Phase of the Administrative Complex Redesign Project. The project is on schedule and the architectural design is approximately 75 per cent complete.

Grazing Lease Rates Review — Council directed Administration to continue the Grazing Lease Program and set the Grazing Lease Rate at $3 per acre for bush and $14 per acre for tame. The Schedule of Fees, Rates and Charges Bylaw will be updated to include these rates effective January 1, 2025. Administration was also directed to draft a policy on the Grazing Lease Program and bring back further discussion on viable alternative options for the program.

Range Road 74 Backslope — At the September 23, 2024, Council meeting, Council heard a resident’s concerns regarding a grading project that took place on Range Road 74 in the fall of 2023. The matter was tabled, and after receiving additional information and reviewing the project, Council directed Administration to have the backslope adjacent to Range Road 74 refinished to be consistent with the adjacent backslopes.

Public Hearings — Council held the following public hearings:

  • Council gave final reading to Bylaw #2680-24-029 to redesignate 8.1 hectares located approximately four miles northeast of the Town of Sexsmith, next to Township Road 744 and Range Road 54, from the Agricultural District to the Country Residential (CR-5) District.
  • Council gave final reading to Bylaw #2680-24-030 to redesignate 7.32 hectares located approximately four miles north of the Town of Sexsmith, next to Township Road 744 and Range Road 54, from the Agricultural District to the Country Residential (CR-4) District.
  • Council gave final reading to Bylaw #2680-24-031 to redesignate six hectares located approximately 3.8 miles northeast of the Town of Sexsmith, west of Range Road 54 and north of Highway 2, from the Agricultural District to the Country Residential (CR-5) District.
  • Council gave final reading to Bylaw #2680-24-032 to redesignate 13.66 hectares and 9.04 hectares located approximately 7.7 miles southwest of the Town of Wembley, west of Range Road 94 and next to Township Road 710 from the Agricultural District to the Extractive Industrial (EX) District.

Sponsorship Requests — Council approved the following sponsorship requests:

  • $750 to the 2025 Peace Country Beef Congress to be held on January 10-11, 2025, at Evergreen Park.
  • A donation of two laptops and one iPad Pro from the surplus County technology assets, valued at approximately $450 for the Peace Area Riding for the Disabled Society (PARDS) in accordance with the County’s Disposal of Surplus Assets and Goods Policy.

Development and Subdivision Officer Appointment — Council appointed Planner, Taofeek Oladipo, as a Development Officer under the County of Grande Prairie Land Use Bylaw #2680 and a Subdivision Officer under the Subdivision Authority Bylaw #3222.

Staff Introductions — Council welcomed Corinne James as the new Community Safety Coordinator for Regional Enforcement Services.
