Council Approves Indigenous Peoples Policy – Council approved Policy F13 – Indigenous Peoples Relationship with one amendment. The policy formally affirms the County’s commitment to expanding its knowledge while continuing to build relationships with Indigenous peoples and organizations.  

Borrowing Bylaw Approved – Council approved Borrowing Bylaw 3194 – Resources Road Improvement. The project includes road widening and intersection improvements on Resources Road. Council gave the bylaw third reading.  

Wedgewood Homeowner’s Association (WHOA) Restrictive Covenant – Council took no action on the WHOA Board’s request for funding support to remove or amend a restrictive covenant outlining the required roofing material for the Wedgewood subdivision. Council directed Administration to draft a letter of support for the WHOA’s application to the Forest Resource Improvement Association of the Alberta FireSmart Program. 

Family and Community Support Services (FCSS) Letter of Support to Reduce Utility Fees – At the recommendation of FCSS Administration, Council took no action on submitting a resolution for the 2022 Family and Community Support Services Association of Alberta (FCSSAA) Annual General Meeting regarding utility transmission and distribution fees. The request falls outside the FCSS realm of poverty reduction as a preventable social services issue. Council directed FCSS Administration to draft a letter of support to the Alberta Municipalities Association and Rural Municipalities of Alberta with a copy to the FCSSAA. 

Natural Infrastructure Fund Grant Application – Council directed Administration to apply for two Canada Infrastructure Natural Infrastructure Fund (NIF) Grants of up to $1 million plus a 25 per cent contingency for two identified projects – enhancements to the Wapiti Recreation Area and completing the landscaping component of the Clairmont Parkway design. The NIF program's objectives are to build awareness of the benefits of natural and hybrid infrastructure across the country and to increase its use and uptake. If awarded the grants, Administration will seek a funding decision at a future Council meeting.   

Policies Presented for Approval – Council is undertaking a review of all County policies in 2022. The following policies were reviewed: 

  • Council approved Policy D2 – Removal of Beaver Dams as presented. 

  • Council approved Policy D9 – Roadside Private Land Spraying as presented. 

  • Council approved Policy N10 – Traffic Control Devices as presented.  

Request for Tax Arrears Relief – Council directed Administration to send a letter to the Helping Homeless Restart Society advising that the Old Red Willow Motel will not be included in the 2022 Tax Sale List, giving the Society time to provide more information to Council. Also, Administration was directed to work with the landowner on a payment plan for their property tax arrears and to arrange a meeting with the Society to discuss how to change the use of the former motel property to meet the requirements for the Society’s revised use.  

Sponsorship Requests – Council approved $1,850 in support for the Evergreen High School Rodeo event in Teepee Creek on October 1-2, 2022.  

Northwestern Polytechnic President’s Ball – Council approved the Reeve and guest, or an alternate Councillor and guest, to attend the Northwestern Polytechnic 2022 President’s Ball on October 22, 2022 at Evergreen Park.  

Letters of Support – 

  • Council directed Administration to write a letter of support for the City of Grande Prairie’s bid on the 2025 Provincial Special Olympics Summer Games.  

  • Council directed Administration to provide a letter of support to the Town of Sexsmith for their upcoming meeting with Transportation Minister Prasad Panda regarding upgrades to Highway 2 north of Webster to the junction of Highway 43 north of Grande Prairie. 

  • Council directed Administration to provide a letter of support to the STARS Foundation as part of their application for the Alberta Community Initiatives Program Grant.  

Staff Introductions – Council welcomed Georgia Iliou as a Temporary FCSS Community Program Coordinator at the Wellington Resource Centre. The Finance department welcomed Janice Pearson in her new role as Payroll Clerk; Ivy Dube in her new position as Customer Service Representative; and Nikole Davis Oilund as a Temporary Payroll Clerk. 

The next Regular Council Meeting will take place on September 26, 2022. The next Committee of the Whole Meeting will take place on September 15, 2022.
