September 15, 2022 Committee of the Whole Highlights
Industrial Investment Attraction Strategy – Deloitte Canada presented the County of Grande Prairie Industrial Investment Attraction Strategy as information to the Committee. The strategy outlines the County’s key offerings and competitive positioning within the industrial investment landscape, while highlighting the value proposition of each attraction activity that the County may pursue to secure additional industrial investment in the future.
Cheque Presentation to the Mozart Mission and GPRHF – The Committee presented a cheque for $25,000 to the Grande Prairie Regional Hospital Foundation Mozart Mission to support the purchase of a MOZART 3D Screening System. This donation was approved at the August 8, 2022 Regular Council Meeting. The screening system will provide a faster and more effective cancer treatment process for many patients in our region.
Introducing Evergreen Park’s new General Manager – The Committee welcomed Kim Randall as the incoming General Manager of Evergreen Park. Kim comes to Evergreen Park with a wide variety of experience, including hotel management and convention planning, and will officially step into her new role on October 1, 2022. The Committee also thanked outgoing General Manager, Dan Gorman for his years of service and welcomed him into his new role as a consultant with the Park going forward.
STARS Annual Operating Update – The Committee received an annual update from Glenda Farden, Senior Municipal Relations Liaison for the Shock Trauma Air Rescue Service (STARS) Foundation. The update outlined operational highlights from the Grande Prairie STARS base for the past year and provided insight into the new intensive care unit and specialized equipment hosted within the new H145 aircraft operating out of Grande Prairie. The County has been a supporter of the STARS Foundation for nearly 15 years, contributing more than $2.7 million in direct funding to date.
Ducks Unlimited Canada update on Evergreen Park’s Wetland Centre – The Committee was formally introduced to the Wetland Centre at Evergreen Park, formerly known as the Evergreen Learning and Innovation Centre (ELIS), by Rick Muray, Conservation Programs Specialist, and Catherine Brown, Wetland Centre Project Manager for Ducks Unlimited Canada (DUC). An overview of current operations was provided, including that DUC is currently working to assess existing challenges, implementing temporary improvements, performing data collection, consulting with stakeholders and engaging with the public via community outreach programs.
County Investment Portfolio Presentation – Kevin Chrenek of Chrenek Dion & Associates of RBC Dominion Securities presented an annual portfolio presentation to the Committee, including a portfolio summary and discussion on cashflow planning.
Alberta Environment and Parks Quarterly Update – The scheduled update from Representatives of Alberta Environment and Parks (AEP) was postponed to a future Committee of the Whole Meeting.
Group Benefits Update – The Committee received an information report from Administration outlining changes to the County’s Group Benefits rates after the existing contract was renewed on August 1, 2022.
Provincial Day of Mourning – The Province of Alberta has declared Monday, September 19, 2022 as a provincial day of mourning in solemn recognition of Her late Majesty Queen Elizabeth II. The Committee heard an update from Administration on plans to provide County staff with dedicated spaces to mourn and observe a moment of silence in honour of Her late Majesty.
Review of Upcoming Agenda Items – The Committee reviewed topics scheduled for upcoming Committee of the Whole meetings.
