Boards, Committees and Task Forces

Members of County Council participate on various internal and external boards, committees and task forces, representing the County of Grande Prairie and the voices of their constituents. Their participation creates a bridge between Council and the community. It is also a way for County Councillors to better understand local issues and priorities.

Agricultural Service Board
One (1) Public Member Position Available 
 
Term of Appointment One (1) appointment for a term of three (3) years ending October 2028
Purpose To act as an advisory body to help organize and direct weed and pest control and soil and water conservation programs; to assist in the control of animal disease, promote, enhance and protect viable and sustainable agriculture with a view to improving the economic viability of the agricultural producer, and promote and develop agricultural policies to meet the needs of the municipality.  
Time Commitment Meetings take place quarterly during office hours between 8:30 am and 4:30 pm.
For consideration to be appointed to the Agricultural Service Board, Public Members must:
  • Be an active agricultural producer in the County of Grande Prairie;
  • Be familiar with current agricultural issues and practices; and 
  • Be deemed qualified by Council to recommend policies that are consistent with the requirements of the Agricultural Service Board Act.  
An attempt will be made to include members from differing sectors of the agriculture industry.

County Recreation Boards
(County - Beaverlodge - Elmworth - Huallen) - One (1) Public Member Position Available
(County - Grande Prairie Recreation Board) - Two (2) Public Member Positions Available 
(County - Clairmont - Bezanson Recreation Board) - Three (3) Public Member Positions Available 
(County - Wembley - Dimsdale - Saskatoon Lake) - One (1) Public Member Position Available
Term of Appointment Appointments are for a term of four (4) years ending October 2029.
Purpose  To review grant applications and make recommendations to County Council for those organizations and groups who are to receive Operating Assistance Grant funding.
Time Commitment Recreation boards meet annually the first two (2) weeks of May during regular office hours between 8:30 am and 4:30 pm.
For consideration to be appointed to a County Recreation Advisory Board, Public Members must:
  • Be residents of the Recreation Board area; 
  • Have experience or interest in one or more of the following areas: non-profit organizations and community sports and recreation; 
  • Be fair and open-minded; 
  • Be able to communicate effectively and work within a team environment; 
  • Be flexible, adaptable, committed and enthusiastic.

Intermunicipal Subdivision and Development Appeal Board (ISDAB)

Two (2) Public Member Positions Available

Term of Appointment Two (2) appointments for a term of three (3) and four (4) years ending October 2028 and 2029 respectively. 
Purpose The Board hears and makes decisions on appeals related to stop orders, developments and subdivisions for the County of Grande Prairie, towns of Beaverlodge, Sexsmith, Wembley in accordance with the Municipal Government Act. 
Time Commitment Hearings are scheduled when complaints are received. Hearings take place during regular office hours between 8:30 am and 4:30 pm.
*Requires completion of mandatory certification to be paid for by the County of Grande Prairie.
For consideration to be appointed to the Intermunicipal Subdivision and Development Appeal Board, Public Members must:
  • Have experience or understanding of the principles of administrative law;
  • Understand the planning process and legislation;
  • Be able to analyze, weigh evidence, determine facts and make decisions;
  • Be fair and impartial;
  • Be able to communicate effectively and work within a team environment;
  • Be flexible, adaptable, committed and enthusiastic.

Local and Composite (Joint) Assessment Review Board 
Three (3) Public Member Positions Available 
Term of Appointment Three (3) staggered appointments for a term of two (2), three (3) and four (4) years ending October 2027, 2028 and 2029 respectively.
Purpose The Board issues decisions on complaints related to property assessments within the County of Grande Prairie and the towns of Wembley, Sexsmith and Beaverlodge.
Time Commitment  Hearings are scheduled when complaints are received, typically in late fall. Hearings take place during regular office hours between 8:30 am and 4:30 pm.
For consideration to be appointed to the Joint Assessment Review Board, Public Members must: 
  • Have experience or understanding of the principles of administrative law; 
  • Have experience or interest in one or more of the following areas: real estate, property management, property development, property appraisal, and assessment; 
  • Be able to analyze, weigh evidence, determine facts and make decisions; 
  • Be fair and impartial; 
  • Be able to communicate effectively and work within a team environment; 
  • Be flexible, adaptable, committed and enthusiastic. 
  • Be available to attend hearings that may last the entire day and/or multiple days in a row.  Hearings are typically held in September and October or in January and February when hearings are postponed.
  • Successfully complete the required mandatory certification (expenses covered by the County of Grande Prairie).

Municipal Library Board
One (1) Public Member Position Available
Term of Appointment One (1) appointment for a term of three (3) years ending October 2028
Purpose To ensure the provision of comprehensive and efficient library services to the residents of the County of Grande Prairie.  
Time Commitment Meetings are held quarterly with a minimum of four (4) each year. 
For consideration to be appointed to the Municipal Library Board, Public Members must: 
  • Live in the County of Grande Prairie 
  • Have an interest and enthusiasm for libraries; 
  • Have knowledge and skills that will benefit the Board; 
  • Board experience; and  
  • Teamwork.

Weed and Pest Appeal Board
Five (5) Public Member Positions Available
Term of Appointment Five (5) appointments for a term of four (4) years ending October 2029.
Purpose The Weed and Pest Appeal Committee is established as an independent appeal panel to determine appeals of inspector's notices, local authority's notices and debt recovery notices.
Time Commitment
  
 Hearings are scheduled when complaints are received. Hearings take place during regular office hours between 8:30 am and 4:30 pm. 
For consideration to be appointed to the Weed and Pest Appeal Board, Public Members must:
  • Live in the County of Grande Prairie;
  • Have experience in Agriculture or Environmental Stewardship;
  • Have knowledge of relevant Legislation;
  • Be fair and impartial;
  • Be able to communicate effectively and work within a team environment;
  • Be flexible, adaptable, committed and enthusiastic.

West Grande Prairie County Solid Waste Authority 
One (1) Public Member Position Available
Term of Appointment One (1) appointment for a term of three (3) years ending October 2028. 
Purpose The West Grande Prairie County Solid Waste Authority is a joint authority to construct, maintain, control, and manage a regional solid waste collection system in the West County. 
Time Commitment Meetings of the authority shall be held not less than twice per year (including the annual meeting).
 For consideration to be appointed to the West Grande Prairie County Solid Waste Authority, Public Members must:
  • Reside within a five (5) mile radius of the solid waste facility site in the County of Grande Prairie;
  • Be fair and impartial;
  • Be able to communicate effectively and work within a team environment;
  • Be flexible, adaptable, committed and enthusiastic.

Boards and Committees review material, weigh alternatives, and make recommendations to Council. Council is then able to make more informed decisions while substantially expediting the decision-making process. 

Some Boards and Committees may also fill a quasi-judicial role, which means that the Committee has the authority to make decisions and judgments as provided for in the Municipal Government Act. 

At the County of Grande Prairie, representatives from the public to various Boards and Committees are appointed by Council from a pool of applicants in accordance with Policy B30 Public Appointments to Boards and Committees

It provides and overview of the various boards and committees that County Council participates on. You can also find more information on the purpose, structure, resources and authority of each of the boards and committees. 

The County Council Boards and Committees provide County Council with perspective and recommendations regarding important civic issues. They also play an integral role in bringing together constituents and the County to achieve the common goal of building and strengthening our community. The County Council Boards and Committees can be composed solely of constituents or members of Council, while others are made up of a combination of constituents and members of Council. 

Internal and external boards and committees.

The Library Board ensures accessible and up-to-date library service for all County residents.

The Commission makes decisions on subdivision, major permit applications and discretionary development proposals.

Appeal boards provide an impartial process for citizens to challenge property and business assessments, decisions of the development and subdivision authorities, and certain other decisions made by the County of Grande Prairie.
