City and County Councils Approve Expanded Facilities Framework

The City and County of Grande Prairie Councils jointly signed the Recreation and Culture New or Expanded Facilities Agreement at Council meetings held Monday, October 6, solidifying a collaborative approach to guide the region’s capital needs and future recreation and culture facility developments.  

About the Framework 

The Recreation and Culture New or Expanded Facilities Agreement establishes a formal, structured process for addressing the planning and potential funding of new recreational or cultural facilities, or significant expansions to existing facilities covered under the Recreation and Culture Cost Sharing Agreement. It provides certainty for both municipalities and ensures projects with regional benefit are reviewed collaboratively. 

The Facilities Framework ensures that future projects in the region undergo joint feasibility and cost-sharing consideration before commitments are made. This ensures fair and equitable contributions and provides clarity, builds trust, and reinforces that joint investments will be based on shared evidence, mutual agreement, and measurable regional benefit.  

Multisport Dome Capital Contribution Agreement 

During this meeting, both municipalities also signed the City County Multisport Dome Capital Contribution Agreement. 

The Dome Agreement reflects the County’s commitment to supporting a new recreation facility within the City. The agreement defines responsibilities for construction, capital contributions, and operating cost-sharing during the term, while recognizing the City’s role as project manager and primary capital investor. 

This agreement highlights a shared commitment to joint service delivery and equitable access. 

Highlights include: 

  • Up to $2.8 million in one-time capital contributions from the County, including a $500,000 payment in January 2026 and the balance upon facility completion.  

  • The City assumes responsibility for any construction cost overruns. 

  • The City covers all net operating costs during the first year. Beginning in Year 2, operating costs will be shared based on County resident usage rates.

The signing of these two agreements represents a significant advancement in intermunicipal cooperation, developed through the Intermunicipal Collaboration Committee (ICC) in alignment with the current Recreation and Culture Cost Sharing Agreement. Together they reinforce the City and County’s shared commitment to building strong, sustainable intermunicipal relationships that benefit the region.
