Temporary Vehicle Access On County Property

A Public Utility Lot (PUL) is municipally owned land that may contain utilities, drainage infrastructure, environmental reserves, trails, or other public assets. Residents who require temporary access across a PUL to reach private property must obtain a Temporary Access Permit before entering the area with vehicles, equipment, or materials.

minimum of 7 days notice is required prior to access. You will receive an automatic email confirmation when your application has been received and the County will contact you to let you know it has been approved, denied or if further information is required. The permit process helps protect municipal infrastructure, utilities, vegetation, and public spaces while ensuring safe access to private property.

This application is required pursuant to use of Parkland Conservation BYLAW NO. 3061. The County reserves the right to refuse access. Dependant on the nature of the work, the County may require a security deposit.

Important Information:

  1. Eligibility for this permit is limited to circumstances where no reasonable alternative means of access exists.
  2. Vehicles must not exceed 1 ton. (Loads that exceed 1 ton will require special approval, this is still done through the Temporary Access Permit.)
  3. The applicant is responsible for all damage to County property sustained during the access period. The applicant agrees to repair the damage to the satisfaction of the County at the applicant’s expense. Where the applicant fails to complete repairs, the County may complete the work and recover all associated costs from the applicant.
  4. A security deposit may be required prior to the permit issuance and can be applied to any damages or non-compliance. If the project is beyond the parameters of this permit, this will be reflected in the deposit amount required.
  5. All work must be completed entirely within the applicant’s property and not encroach onto adjacent lands or County property. The permit is for access and delivery only. Storage of materials on County property is not permitted.
  6. The applicant agrees to indemnify and hold harmless the County of Grande Prairie, its elected officials, officers, employees and agents from any and all liability, claims, actions, damages, or costs arising out of or in any way connected to the operation of a vehicle by the applicant or any person acting in their behalf, on County property.
  7. The applicant is required to contact One Call prior to any ground disturbance, Alberta One-Call 1-800-242-3447 or submit request online Utility Safety Partners. The applicant is responsible for verifying the location of all underground and above-ground utilities and for ensuring their protection during the course of the access/work. The applicant is responsible for the protection of all utilities and infrastructure and shall be liable for any damages resulting from the access. 

A Temporary Access Permit is required when:

  • Accessing private property from any PUL like a rear alley, grass boulevard, or paved trail.
  • Transporting construction materials or equipment across a PUL.
  • Delivering sheds, garages, hot tubs, pools, or similar structures.
  • Conducting landscaping or construction projects that require access through a PUL with any vehicle, trailer, machinery or equipment.

  • Completed application form
  • Drawing or site plan showing:
    • Property location
    • Proposed access route
  • Description of the work being completed
  • Proposed access dates
  • Type of vehicles and equipment, including weight
  • Security deposit (if applicable)

Additional information may be requested depending on site conditions. Someone from the County will reach out to you on the contact number you provided in the application.

Permit holders are responsible for:

  • Protecting municipal infrastructure, landscaping, utilities, and trails
  • Restricting access to approved routes only
  • Maintaining public safety during the access period
  • Repairing any damage caused by the activity.
  • Complying with all permit conditions.

Failure to comply with permit conditions may result in permit cancellation, repair costs, or forfeiture of any security deposit.

To prevent damage to municipal lands and infrastructure:

  • Vehicle and equipment size may be restricted based on site conditions.
  • Access may not be permitted during wet conditions or spring thaw periods.
  • Additional protection measures may be required, such as ground protection mats.

Approval is subject to site review by the County of Grande Prairie.

  1. Submit completed application and supporting documents.
  2. County staff review the request.
  3. Site inspection may be completed.
  4. Applicant is notified of approval requirements.
  5. Permit is issued once all conditions, fees, and deposits have been satisfied.
  6. Final inspection is completed following the work.

Security deposits are returned once the County of Grande Prairie confirms that no damage has occurred and all permit conditions have been met.
