Regional Enforcement Services and RCMP Quarterly Reports — The Committee received the 2026 Regional Enforcement Services Second Quarterly Report from Administration and RCMP from the Clairmont Municipal Detachment. The reports included overviews of activities in Clairmont, Grande Prairie Rural, and Beaverlodge including statistics and information about tickets, calls, fines, special events, staffing, patrols, public engagement activities, and the Regional Animal Pound.
Peace Library System 2025 Annual Report — The Committee received the Peace Library System (PLS) Annual Report. PLS provides integration and support to all eight of the public libraries that serve County residents.
Royal Bank of Canada Dominion Securities Annual Portfolio Report — Representatives from Chrenek Dion & Associates of Royal Bank of Canada Dominion Securities presented the annual investment portfolio to the Committee, which included a market report, portfolio summary and performance, and a cashflow strategies discussion.
Grande Prairie Regional Sport Connection Annual Report — Representatives from the Grande Prairie Regional Sport Connection (GPRSC) presented their 2025 annual report to the Committee. The information report highlighted GPRSC hosted events like: Try-It Day(s), the Northwest Alberta Sport Excellence Awards, and the essential services they provide to local sport organizations, coaches, and athletes. The County provides $60,000 annually for 2025, 2026 and 2027.
Business Retention and Expansion (BRE) Survey — Associates and analysts from Ballad Group presented the Committee with a detailed report of the 2026 BRE Survey results.
Dust Control — The Committee received an overview of the County’s Dust Control program including costs and delivery. The Committee directed Administration to bring an updated policy including expanded eligibility for County funded dust control and updates to commercial and industrial applications to a future Council meeting.
County Grant Programs — Administration provided the Committee with a financial overview of the funding for each of the County’s grant programs.
Old Hythe Firehall — Administration provided an update on the status of the old Hythe Firehall’s water sources, its usability, licensing, and the property. The Committee directed Administration to bring back more information regarding the water supply to the neighbouring laundromat and car wash to a future Council meeting for discussion.
Council Boards and Committees — The Committee directed Administration to conduct a thorough review of all internal, intermunicipal or regional boards and committees, and bring recommendations to the September 21, 2026, Council meeting for review.
Family Physician and Nurse Practitioner Retention — The Committee directed Administration to bring the proposed Policy T1 – Family Physician and Nurse Practitioner Retention and Inclusion with updates and an appendix of regional amenities to a future Council meeting for review and approval.
Land Use Bylaw — Administration presented proposed amendments to the Administrative section of the Land Use Bylaw (LUB) which includes an expanded list of buildings, construction or development that will not require a Development Permit, clarity on the subdivision decision-making process, and notification areas for developments. The Committee directed Administration to finalize the proposed amendments and bring an amending bylaw to a future Council meeting for consideration.
Economic Development Update — Administration presented the Committee with an overview of the economic development activities and 2026 efforts to date including projects, grants, and conferences.
2026 Second Quarter Financial Report — Administration presented the Capital Expenditure to Budget Report and Financial Summary Report to the Committee for information.
The next Regular Council Meeting will take place on September 8, 2026. The next Committee of the Whole Meeting will take place on September 21, 2026.
