Maskwa Medical Center (Canada) Inc. Guarantee Bylaw — Council gave first reading to Bylaw #3268 — Maskwa Medical Center (Canada) Inc. Guarantee Bylaw as presented. Council requires further financial information from Maskwa Medical Center (Canada) Inc. on the ATB loan terms, before bringing the bylaw back for consideration of second and third reading at a future Regular Council Meeting, following the required advertising period.

Administration will present a draft engagement plan at the next Council meeting outlining how the County will provide information to residents and gather public feedback regarding the proposed loan guarantee before Council considers second and third reading of the bylaw.

The Maskwa Board is requesting that the County of Grande Prairie guarantee up to $5,836,825 which is a portion of a $23,347,283 construction loan through ATB Financial to construct the Maskwa Medical Center.

Horse Lake First Nation Partnership — Council directed Administration to enter into a partnership agreement with Horse Lake First Nation for the purpose of applying for funding through the Federation of Canadian Municipalities’ Green Municipal Fund — Sustainable Buildings Program and appointed Councillor Brian Peterson to the committee. The program is responsible for funding feasibility studies for energy-efficient, low-carbon community buildings. 

The next Regular Council Meeting will take place on May 25, 2026. The next Committee of the Whole Meeting will take place on May 22, 2026.
