    Clairmont Municipal Police Service Agreement — Council approved signing the Clairmont Municipal Police Service Agreement as received from Public Safety Canada, permitting the County of Grande Prairie to enter into the agreement establishing the municipal RCMP service contract in the Hamlet of Clairmont, effective April 1, 2025. The Alberta Police Act indicates that when a village (the Act treats hamlets as if they were villages) reaches a population greater than 5,000, the local municipality is required to provide policing services. The Act provides some options for doing so, including contracting the RCMP. In 2022, the Province of Alberta provided an estimated population for Clairmont at 5,135. In response, County administration worked alongside representatives from Public Safety Canada to formalize the new agreement.

    Business Incentive Program — The Committee received a presentation from Ernst, Basler and Partner (EBP) on the final draft of recommendations to enhance the County’s Business Incentives Program, part of the 2022 Industrial Investment Attraction Strategy aimed at attracting non-resource extraction investments. The Committee directed Administration to amend the draft and bring it back to a future Committee of the Whole meeting for consideration and discussion.

    The City of Grande Prairie and the County of Grande Prairie have agreed to share the cost of community services and amenities by signing the Recreation and Culture Cost Sharing (RCC) Agreement.

    Divisional Boundaries and Council Composition Bylaw — Council gave final reading to the Divisional Boundaries and Council Composition Bylaw #3236, which takes effect January 1,2025,to determine electoral boundaries for the upcoming 2025 municipal election. Due to the dissolution of the Village of Hythe on July 1, 2021, the County completed a comprehensive review of its electoral boundaries in conjunction with the 2024 Municipal Census. Following public engagement and population analysis, Council’s direction in September was to have the boundaries remain the same and Administration prepared the electoral boundary bylaw using the current boundaries.

    County of Grande Prairie Council approved the interim 2025 budget with a $3.96 million deficit stemming from maintaining vital services and programs, including investments in roads, water and sewer infrastructure, and intermunicipal commitments around recreation and culture cost-sharing. On an ongoing basis, Administration identifies areas of savings and ways to offset inflationary pressures.
