2025 Citizen Satisfaction Survey  

County of Grande Prairie residents continue to report high quality of life, strong feelings of safety, and a deep sense of community pride and connection, according to the County’s latest Citizen Satisfaction Survey. The online survey was conducted by public opinion researcher, Leger from mid-November to mid-December 2025. 

An essential tool used to inform Council’s Strategic Plan, the survey helps identify community priorities and guide long-term planning. The survey gathers feedback from residents to evaluate the County's service performance, inform decision making, and strengthen transparency and accountability. 

Results also help play a role in budgeting and resource allocation by highlighting areas where improvements or investments may be needed. It also helps the County compare results from one survey to the next, and see how we measure against other municipalities. 

This marks the second time the County has reached out to residents through an online survey since 2023, after conducting telephone surveys in 2011, 2014 and 2021. Residents provided feedback on living and working in the County, important issues, County services, use of tax dollars, and more.  

Highlights from the survey report include:  

  • Quality of Life: Overall, this area remains remarkably high in the County with 95% of residents believing their quality of life is good. A high percentage (88%) expressed pride in being a resident of the County. 
  • Programs and Services: General satisfaction with the overall level and quality of County of Grande Prairie services and programs remains high (77%). This area remains notably high, especially when compared with the Alberta benchmark (44%). 

  • Safety: An increasing number of residents (92% versus 89% in 2023) agree that the County is a safe region. 

  • Top Priorities: The Fire Department (99%); paved road upkeep and conditions (97%); and waste management – landfill (96%) are the programs and services most important to County residents.

2023 Citizen Satisfaction Survey 

Through November 2023, County of Grande Prairie residents were asked to share their thoughts in a citizen satisfaction online survey conducted by market research and analytics firm Leger 360. 

This marks the first time the County has reached out to residents through an online Citizen Satisfaction Survey, after conducting telephone surveys in 2011, 2014 and 2021.  

Residents provided feedback on living and working in the County, important issues, County services, use of tax dollars, and more. 

Highlights from the survey report include:  

  • Quality of Life: Overall, this area remains remarkably high with 96% of residents rating the County’s quality of life as good.  

  • Value for Taxes: A growing number of residents (36%) indicate they are receiving good value for the municipal portion of their property tax bill when compared with 2021 results (28%).  

  • SafetyAn increasing number of residents (89% versus 86% in 2021) agree that the County is a safe region. 

  • Top Priorities: The Fire Department; road and sidewalk maintenance and upgrading; waste management; and land use and community planning are the programs and services most important to County residents. 

  • Highest Levels of Individual Satisfaction: Following a record-breaking year of wildfires in the province, County residents continue to provide top marks to Fire Services (82%) with Waste Management (81%) closely ranked in second place.

Citizen Satisfaction Survey Report

The report includes findings of an online survey conducted by market research and analytics firm Leger 360 in partnership with the County of Grande Prairie. A total of 8,952 letters were mailed to County residential property owners that included a unique six-digit PIN to access the online survey. Additional PINs were provided by Leger 360 to confirmed County of Grande Prairie addresses. The outcomes of the statistically reliable survey are based on responses from 566 residents who completed the online questionnaire between November 1 and December 1, 2023. As a non-random online survey, a margin of error is not reported. Results were weighted according to age, gender, and region in order to ensure a representative sample of the County of Grande Prairie.
